The Role:
Reporting to the Operations Director for the Middle East and Africa (EMEA) region, the Operations Manager is responsible for developing and managing the business for the KSA Market.

The Operations Manager will adopt the current 5-year business plan and develop annual delivery plans to achieve the business objectives as part of the regional 5-year growth strategy. A key element of the role is to form a close working relationship with partners in KSA to establish a sustainable engineering services business aligned to clients reputation as a premium engineering consultancy with specific focus on in-Kingdom investment as a Saudi company established in KSA, working with local companies and developing strong relationships with key clients.

The Operations Manager has financial and commercial authority in line with our clients Authority Matrix and has prime responsibility for managing the business activities in line with clients policies and practices as described in the business management system. The Operations Manager must drive the Win Work process to grow the business in line with annual plans, identifying pursuing and winning work opportunities in the Energy Sector, specifically in the upstream and midstream oil and gas sector and power and renewables sector, providing engineering design, consultancy and project management services across the full project life cycle for both capital and operational support markets.

The Operations Manager must manage the business in line with client Deliver Work process, taking accountability for profit and loss, acting as Project Director to guide and support Project Managers to meet individual project objectives in terms of technical assurance, quality and commercial outcomes; to manage business performance by understanding and reacting proactively to all project delivery issues; and building growth within current contracts and relationships to extract maximum value for the JV from existing contracts and partnerships.

The Operations Manager will additionally interface regularly with Energy colleagues across the region, shared-services support and with the wider community to:
* Drive the business development process
* Act as Bid Director for key bids and pursuits
* Manage the process for recruitment of new hires
* Participate in regional strategy development
* Drive technical assurance in delivery of KSA projects
* Observe and comply with policies and practices for risk management
* Manage stakeholder relations


Responsibilities
* Provide line management to project managers and functional reports;
* Prepare business reports at regular periods describing the performance of the business;
* Maximise the productivity of staff and manage business overheads within budget to control breakeven return;
* Ensure that the KSA business is managed in accordance with clients Group policies and practices;
* Take full responsibility for quality, safety, security and environmental management in the delivery of the KSA business;
* Take financial responsibility including banking, reporting and financial governance with support from Finance team;
* Attend and participate in weekly conference calls and monthly meetings with the Regional Management team;
* Provide monthly status reports for the Operations Director and partners to the JV.

The Individual
* The post holder will be experienced in dealing and communicating effectively with senior personnel, external stakeholders and senior client contacts and will be able to communicate clearly and act with minimum direction.
* This individual will be able to manage the cultural interfaces in KSA to ensure that our relationship with our partners is always maintained and that Atkins reputation is protected at all times.

Essential Skills / Qualifications:
Qualifications
* Engineering degree
* 10 - 15 years' experience of Energy business in a supervisory or line management role

Essential Criteria
* Fully conversant with the delivery of engineering projects across the full project life cycle;
* Detailed understanding of cost management at both business and project level;
* Ability to develop productive working relationships across functions and with external stakeholders and clients;
* Business management / project controls experience and knowledge.

Desirable Criteria
* Significant technical expertise in a specific area related to this type of business, either in major engineering design projects, consultancy services or project management.
