The Company:
A major operator is looking for a 1+ year contract Operations Superintendent based in Houston, TX. The Operations Superintendent leads the operations team responsible for all operating aspects of the Interim Containment System (ICS) including playing a key role in the Incident Command Structure of any actual or drill well incident event where the company is deployed.

The Role:
ESSENTIAL FUNCTIONS
• Support COO with continued organization and system development objectives in preparation for handover and the expanded containment system
• Assist the COO in collaboration with other members of the COO LT to prepare the annual operations and maintenance plan and budget, and track performance against budget for area of accountability.
• Develop and implement short and long-term strategic and tactical plans for the ICS team.
• Ensure adequate resources exist 24/7 to respond to an incident.
• Support development and implementation of HSE Management System and maintain strong ties to HSE organization to facilitate deployment. Ensure all operations are planned, executed, and audited with the highest degree of safety, integrity and excellence. Work with the Training team to identify the training and competency needs of staff in the Operations organization to be prepared to respond to an incident.
• Validate Operating procedures are in place and adequately reflect steps needed to safely deploy, install, operate, dismantle, decontaminate, and restock all ICS equipment. Lead preparation of any new Operating procedures or revisions of existing procedures with Training Team.
• Ensure that the Cap and Flow system and associated Operating procedures are ready for deployment when called up due to a well control incident.
• Coordinate the decision process on what equipment to keep in deployment-ready state basis Functional Specification scenarios, including developing a schedule to and overseeing disposition of unnecessary items.
• Coordinate movement of equipment to permanent storage locations.
• Source and maintain functional expertise needed to deploy the capping stack, subsea dispersant system, subsea manifolds/flowlines/risers, and the surface capture system (vessels and processing equipment). For the ICS, this functional expertise will be limited to supporting the Responsible Party who manages the installation of the system, operation of the subsea equipment, and secures Mutual Aid equipment including the capture drill ships.
• Work with the Logistics & Procurement teams to ensure all required contracts are valid and properly maintained. Ensure essential contractors capability and readiness via scheduled and unscheduled assessments and audits.
• Work closely with the Expanded Containment System (ECS) Operations Superintendent, who is accountable for ECS Operations Readiness activities, to prepare for equipment as handed-over from the Project Team. This preparation includes all equipment, documentation, functional skills needed to deploy/install and operate new equipment, and coordination of on-going maintenance/preservation with Engineering and Maintenance.
• Work with the Maintenance Superintendent to ensure all ICS dynamic and static functional tests and inspections as required by regulatory agencies and as dictated by PM program.
• Support and advise the Officers in decision making and other capacities as needed.

Essential Skills / Qualifications:
QUALIFICATIONS
• Demonstrated strong operational experience: ideally has worked in a senior operations role for 10+ years in a global deepwater region with a minimum of 3+ years working Gulf of Mexico assets. Candidate must have 5+ years of formal senior Team Leadership experience.
• Previous experience in supervising Pre-Operations team on a major capital project. Experienced in managing equipment handover, establish of operational processes and systems, and start-up operations.
• Strong operational experience managing simultaneous operations in a multi-company response environment.
• Demonstrated experience in operational planning and emergency response coordination.
• Understanding of existing GoM Oil Spill Response Organizations (OSRO) capabilities and interface with subsea capping and containment activities.
• Experience with Safety Management Systems, particularly API RP 75.
• Understanding of GoM regulatory environment and Incident Response coordination.
