The Company:
Our client is a leading global oil and gas operating company.

The Role:
- Lead the effort to ensure documentation of activities on Company Business Critical Pipelines complies with applicable federal, state, local and Compnay requirements. Ensure all documentation is generated within schedule requirements, contains sufficient detail, and is properly filed;
- Lead the effort to ensure consistent application of applicable Company documentation procedures and processes across the SPU. Take the lead to ensure documentation conforms to the compliance task matrix. Receives direction from the AK, OPS DOT Pipeline TL regarding documentation compliance with regulatory requirements;
- Notify the AK, OPS Pipeline Compliance Specialist of documentation deficiencies; assist in the recovery effort through training and effective communication with the field and town;
- Develop and maintain work schedules for each Business Critical Pipeline. Canvas the field and town to ensure completeness. Work with stakeholders to identify and mitigate simultaneous operations issues, and to identify schedule optimization opportunities. Assist the AK, OPS DOT Pipeline TL with schedule oversight. Communicate with permitting authorities to facilitate their Control of Work activities;
- Assist the AK, OPS DOT Pipeline TL with development of budgets and work packages for pipeline maintenance and repair activities;
- Lead the effort to administer OQ procedures and processes for Company and Contractor personnel, ensuring appropriate employees are properly trained in those processes. Ensure Company and Contractor employees assigned to perform covered tasks are properly documented in the OQ systems;
- Assist field and town-based staff with periodic reviews and audits of Company pipeline programs; ensure good communication to/from the slope and town. Ensure good cooperation and communications with DOT, SPCO and ADEC as needed;
- Assist the AK, OPS DOT Pipeline TL and AK, OPS Pipeline Compliance Specialist with federal and state pipeline audits; assist with the completion of audit-generated action items;
- Operationalize initiatives that harmonize Company with Company Pipelines North America;
- Drive continuous improvements by identifying gaps between current systems and regulatory requirements. Work with teams to close gaps in a systematic manner;
- Operations, Maintenance and Emergency Response (OMER) manuals reviewed yearly, current and updated;
- Lead Integrity Management Formal Risk Assessments for all Business Critical Pipelines. Ensure all risks are documented and tracked till completion;
- Ensure Company Damage Prevention and Public Awareness Tier IV Plan is compliant;
- Assist with DOT Drug and Alcohol plan reviews and ensure Anchorage has appropriate information for Company and Contractor Drug Testing Pool;
- Assist with and participate in Emergency Response Drills and reporting as needed occasion;
- Coordinate and Communicate Management of Change (MoC) for Federal & State driven pipeline procedures, plans and manuals;
- Review DOT & State reporting requirements for Continuous Improvements (CI) and make recommendations on internal/external reporting procedures;
- Promote Company’s Safety Culture to include both personal and process safety.

EDUCATIONAL BACKGROUND:

A minimum of a High School Diploma.

Essential Skills / Qualifications:
ESSENTIAL SKILLS AND EXPERIENCE:

- Minimum 0 to 2 years experience working in regulated environments;
- Minimum Zero to two years experience working within a controlled-use documentation system;
- Excellent interpersonal skills with ability to constructively interact with a variety of individual styles and stakeholders;
- Strong advocate for working safely, following regulations, and following policies;
- Excellent reading, communication, prioritization, interpretation, and organizational skills;
- A basic understanding of applicable policies, procedures and standards;
- Proficiency in Excel, Word, and computerized programs;
- The willingness and ability to work on the North Slope, on a rotating schedule;
- Minimum 1 year experience working with facility and field personnel;
- The ability to positively engage, influence and persuade others within a Team environment;
- Valid driver’s license.

Desirable Skills / Qualifications:
DESIRED SKILLS AND EXPERIENCE:

- Zero to two years experience responsible for a department’s documentation processes and filing;
- Zero to two years experience working on the North Slope within operations, maintenance, construction, engineering, planning, or administrative support;
- Zero to two years experience working in an environment regulated by 49 CFR parts 191, 192, 195, 199;
- Demonstrated experience in training field personnel in new procedures;
- Demonstrated experience participating in audits, and implementing corrective actions.
