The Company:
Our client, a major owner/operating company, requires expertise for their ongoing oil sands mega-projects in Alberta.

This position is open to Canadian Citizens and Permanent Residents only.

The Role:
Owner’s Work Site Representative (OWSR) reports to the Construction Supervisor

Roles & Responsibilities

• Verify & monitor (spot checks) that all construction activities comply with all Regulatory & Environmental approvals
• Participate in scheduled Project coordination / progress meetings
• Prepare Project Turnover documentation as per the company's Capital Management System (Pre Start-up Checklists, But Lists, Equipment checklists, etc.)
• Recognize Contractor(s) as applicable
• Understand & follow the company's Capital Management System process
• Proactively work in conjunction with Operation’s to identify & resolve all potential issues (SWA process, Brownfield hazards, site orientations, decommission & re-commissioning equipment, etc.)

• Stop work if not being performed safely & actively participate in resolution
• Responsible for monitoring / identifying / reporting / following up with all job site safety requirements / concerns
• Monitor / verify / mentor that Contractor is meeting all safety requirements as per the Construction Plan (Risk Management Plans, incident reporting, Short Service Worker requirements, equipment inspections, etc.)
• When applicable mentor Contractor to ensure they are proactively meeting safety expectations (Safety Meetings, THAs, Tailgate Meeting, Hazard Identification & mitigation, Stop & Thinks, etc.)
• Delivery Orientation (FOS), SWA Acceptor Training, etc as required (if approved by Execution Lead & / or Safety Advisor)
• Issue & / or Cosign Safe Work Agreements/Permits, Ground Disturbance Forms, ITLs, ETS, etc.
• Monitor & assist Contractor and / or Operation’s to ensure all SIMOPs are addressed
• Ensure Equipment Turnover Statements (ETS) & ITLs are in place where applicable.
• Plan & / or participate in LPOs, HIDs, NMs, Incident Reporting, THAs, Hazard Assessments, Safety Meetings, Site inspections, & other proactive safety activities or initiatives
• Provide input to Constructability Reviews & Construction Plans as requested.
• Responsible to understand case management process (which may include accompanying IP to hospital); participate in incident investigation
• Responsible to understand Alcohol & Drug Policy (A&D)
• Responsible to maintain all required certificates & ensure timely competition of all required Training (FOS, LPS, Codes of Practice, Global Training, etc.)
• Delegate Prime Contractors as applicable using the Work Site Use Agreement process (requires CM approval)

• Review Issued for Construction (IFC) drawings to ensure they are correct
• Monitor & verify that the American Society of Mechanical Engineers (ASME) B31.1 & B31.3, Power / Pressure Piping Code, Repair & Alteration of Existing Boilers & Pressure Vessels are met
• Monitor & verify (spot checks) that the Contractor(s) follow the Alberta Boilers Safety Association (ABSA) registered QC manual for the piping discipline
• Monitor & verify (spot checks) that the Contractor is following the requirements of Z-662 Pipeline Code, etc.
• Proactively identify & resolve But List items
• Review Redlined drawing for correctness prior to turn-over to Operation’s.
• Review & endorse Contractor’s QC / QA packages for completeness & correctness

Cost & Schedule
• Understand / provide input into the construction cost & schedule.
• Identifies / communicates contractor scope changes (cost and schedule change) as applicable to PM / CM & obtains approval from CM prior to work proceeding. Proactively work with the Contractor to address any costs overruns.
• Verify (signature) & date stamped all time tickets & receipt of supplied materials
• Review invoices for correctness (sign if DOAG is assigned)
• Input / mentor / participate in conjunction with the Contractor(s) to develop & maintain the daily, weekly, monthly work schedule(s) & proactively work with the contractor to address any schedule slippage

Essential Skills / Qualifications:
• 10+ years of experience in related roles on major/mega oil & gas, mining or heavy industrial projects
• 3+ years direct experience as an owner's representative
