The Company:
Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.

This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

The Role:
Contract Management of the activities of the Owners Survey Contractor. The incumbent will work closely with the Site Construction Management Team, Area Managers and Field Engineers to provide oversight, monitoring, surveillance and inspection for all site surveying activities performed by Contractors at site. Working closely with the Owners Survey Contractor, verify and assure satisfactory quality performance of all contractors surveying activities.

PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES:
The following is being executed as a contract scope of work:
• Management and Coordinate all activities of the Owners Survey Contractor via input from engineering and construction groups
• Responsible for QA / QC oversight, monitoring, surveillance and inspection of all survey work performed by site Contractors and Owners Survey Contractor for accuracy and completness
• Ensure Contractor's QA Plans are implemented, including the required Survey Engineering Standards, Accuracies and methods of survey for Construction.
• Ensure review and verification on various survey markers (theoretical lines, pay lines and penalty lines) set by site contractors for quantity measurements
• Responsible to ensure maintenance and updating of all working procedures that form the owners "Project Surveying Manual". The Project Surveying Manual shall outline the required instrumentation, methods of survey and accuracies, and dimensional control techniques required for mechanical system installation.
• Ensure that all Contractors maintain and calibrate survey equipment used on site, including Contractor development of calibration schedules.
• Ensure that all Contractors survey equipment required for each survey crew is registered and acceptable for use.Contractor's survey equipment includes but not limited to: GPS survey grade instrumentation and software, total station and automatic data logging instrumentation including relevant software, automatic laser guided topographic scanning instrumentation and associated software, etc.
• Monitor all surveys completed by all site Contractors to ensure compliance with the specified requirements and procedures. Identify any errors, problems or potential problems that may result in delays or non-acceptance of works, or jeopardize another Contractor's work. Report any non-conformance to the Owner.
• Constantly review and monitor all survey and calibration procedures developed and used by all site Contractors to cover all of the Civil, Mechanical and Electrical works requiring surveying.
• Monitor all site Contractor's works, through identification of witness and hold points on the Inspection and Test Plans.
• Oversee the Owners Surveyor work in maintaining and periodically check the primary control points and report any disturbance or errors immediately to the Owner's site representative.
• Verify that the Owners Surveyor reviews and accepts the site Contractor's survey procedures, electronic data, survey reports, field logbook entries; "As-built" survey mark-ups on drawings and Contractor's records.
• Verify the Owners Surveyor work for installation of mechanical equipment and generation systems, including dimensional control survey services for checking the installation of these systems.
• Oversee the Owners Surveyor establishment of a secondary survey control into localized construction zones to enable Contractors to establish detailed lines and levels as necessary, to carry out their contract work.
• Verify that the Owners Surveyor completes surveys of all investigation works as directed by the Owner.
• Verify that the Owners Surveyor performs other surveying consultancy services which may from time to time be required by the Owner.
• Issue inspection reports as deemed necessary.
• Review and approve timesheets and expenses of the Owners Survey Contractor
• Ensure proper management of the budget for Owners Survey Contractor
• Review and endorse all payment certificates and invoices

Essential Skills / Qualifications:
EDUCATION:
• Bachelor Degree or Technical Diploma in Engineering or Science is preferred;
• Minimum post-secondary graduation from a recognized technical program or a related discipline, supplemented by additional training in Quality Assurance / Quality Control and direct experience related to survey work on large construction projects.

EXPERIENCE:
• Must have a minimum of 15 years of experience as a Chief Surveyor or Survey Engineer
• Requires experience working on large civil construction mega projects;
• Must be experienced with all types of survey equipment and systems
• Previous experience with auditing QA programs;
• Experience working in a team environment; and
• Working knowledge of incident investigation / root cause analysis.
