The Company:
Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.

This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

The Role:
Reports to the Area Manager. The incumbent maintains a close working relationship with the Area Manager and Package Leader who will ensure direct, rapid and efficient communication on all aspects of the related package. The main method of reporting is through the commitment package report or as specifically required by the project. Maintains a functional relationship with each of the following:

• Lead Discipline Engineers
• Engineering Manager
• Contract Administrator
• Area Construction Manager
• Resident Engineer
• Functional Team Leads including: Quality Assurance, Health and Safety, Environment, Risk Management, Interface Management, Project Control and Ready for Operations team

To ensure overall responsibility for all aspects within a commitment package, starting with the planning of the package through to preparation of scope of work, compilation of the technical specification and up to pre-commissioning (or installation depending on specific project requirements) for the HVdc Lines. Maintain an on-going working relationship with all other disciplines that have an interest in the related package, Area Manager, Package Lead, Engineering Manager, procurement, project controls, quality, health and safety, environment and construction team members. The Package Engineer is responsible for all aspects of the package, including interface and details with other disciplines.

• Participate in the planning and scheduling of activities related to assigned packages; manages assigned scopes to agreed project milestones;
• Follow development of a schedule for the related package, conduct a kick-off meeting with all stakeholders as required (Client representative, Engineering Manager, Area Manager and Engineer, involved discipline leads or engineers) in order to clarify the package scope, responsibilities and milestone dates as well as requirements of all stakeholders with respect to the related package;
• Prepare/ compile all technical documentation required for the execution of the related commitment package, including but not limited to the following:
• Scope of Work
• Specifications
• Drawings
• Data Sheets
• Supplier Data Requirements List (SDRL)
• Input to Bidders List
• Requisition for Inquiry (RFI)
• Addendums
• Requisition for purchase (PREQ)
• Technical Bid Evaluation including coordination of reviewing bids by all stakeholders and including their comments in the technical bid evaluation
• Ensure that the PM+ is always up to date
• Responsible for the coordination of all requirements for the related equipment with other disciplines in order to ensure all disciplines have provided the required technical input to the package before issuing for bid, during technical evaluation of the bid, final purchase of the package, and any subsequent changes to the package;
• Responsible for the coordination of supplier data review process for assigned packages;
• Ensure project information is updated and communicate updates with other disciplines as required;
• Provide support to the construction and pre-commissioning team as required;
• Ensure that all contractor data received is reviewed by the relevant stakeholders, and that comments made by stakeholders are either included and returned to the contractor, or addressed with the stakeholder if there is a conflict between the comment and scope of work by the contractor;
• Review and consolidate discipline comments as required and assign status in Aconex, ensure that comments are within Project requirements and within the "as-built" package;
• Review contractor data to ensure conformity with the specifications;
• Ensure that all equipment/material information for the related package is constantly updated in PM+ by providing the latest information from drawings and engineering lists and reports;
• Ensure that package is specified in accordance with the project budget and schedule for the related package, and work closely with Lead Engineers, procurement and project controls to advise of any revisions to the package which could affect the budget and delivery schedule of the related package; and
• Periodic review of Commitment package schedule status report with Procurement and Project team.

Essential Skills / Qualifications:
Graduation from a recognized university with a Bachelor's Degree in Engineering. Registration or eligible for immediate registration with the Association of Professional Engineers and Geoscientists of Newfoundland and Labrador.

• A minimum of five years' experience in the delivery of multi-discipline packages.
• Technical experience in the design and installation of Transmisison and Distribution projects.
• Competent in the management and coordination of multi-discipline engineering and functional team members.
• Self-starter, who identifies priority tasks, puts plans in place to complete, and delivers.
• Strong interpersonal and communication skills to effectively interact with a variety of personnel, and other industry participants, both internal and external.
• Thrives to be an active team player, but can effectively work independently.
• Proven skills in effectively managing multiple tasks, often under pressure and within time constraints.
