The Company:
A major, international oil and gas company

The Role:
This position is residential in Kazkahstan, with up to four flights home per year, depending on home location.

Duties:

Assures technical integrity of installations throughout their life cycle. This includes responsibilities for the Technical Authority 1 (TA1) role for the PACO discipline:
Approves the list of codes & standards to be used for their discipline.
Makes decision or clarifies the interpretation of codes & standards during application
Approves the list of business critical deliverables for their discipline
Appoints the TA-2’s and TA-3’s
Approves/rejects requests for deviations from the approved codes & standards
Approves the adoption of new or as yet unproven technologies
Reviews business critical deliverables requiring TA-1 endorsement as appropriate to their discipline
Provides a report twice a year upon the health of his discipline to the TA-0
Participates in technical and compliance audits
Provides discipline input into the company Statement of Fitness.

Is accountable for exercising appropriate discipline controls for company projects throughout the ORP phases (Identify, Assess, Select, Define, Execute)
Leads PACO engineering support to operation. This primarily involves providing discipline input as required into the commissioning / start-up of new or modified plant, the maintenance, operation and troubleshooting of existing plant and requires an effective interface with the operations organization for process facilities and/or Asset Managers for Infrastructure facilities
Ensures high quality of the critical as-built documents and drawings related to the discipline for company assets and for all projects
Manages team work assignments, work load, work forecasting for planned project work for these projects, and ensures that the team is adequately resourced in terms of both capacity and capability
Leads or participates in critical HSSE reviews
Delivers zero team HSE incidents each year
Manages the local PACO engineering skill pool, including provision of learning and development opportunities to develop local staff
Sets and maintains PACO Engineering standards, work processes, systems and tools, including IT Engineering applications for the discipline
Contribute to Vendors/suppliers/contractors pre-qualification for PACO services and equipment
Continually seeks to improve ways of working to improve performance and to improve value delivery to projects

Essential Skills / Qualifications:
Engineering degree from an internationally recognised university
Familiar with issues surrounding high pressure and high H2S facilities and have managed staff in a similar high-risk environment
