Job Title: Permit-to-work / Equipment inspection coordinator(Thai Nationality)
Job Location: Thailand
Rate/Salary: 35000 to 40000 per Month
Duration: 1 year
Residency: Thailand

The Role:
Duties/Responsibilities
•Promotes Zero Accident philosophy / IIF values
•Receives supervision and work assignments from the Project ES&H Manager and/or Construction Manager
•Maintains contact with field supervision / safety personnel to keep them informed of equipment inspections / permit-to-work requirements and to provide technical assistance as required
•Maintains contact with UPSTREAM to exchange information on equipment inspection, permit-to-work and new requirements (if any)
•Participates in monitoring the permit-to-work and fields construction equipment including auditing, sampling and inspection and advices on permit-to-work / JSA and equipment inspection / maintenance matters etc
•Inspects the construction and permit-to-work area on a daily basis
•Ensures field supervision, Direct Hires and/Subcontractors comply with Company / UPSTREAM Permit-to-work and Equipment Inspection procedures and requirements
•To be a constant advisor on the field for any problem related to permit-to-work and equipment inspections for all the personnel
•Pervades recommendations and input for revising equipment by all personnel
•Advices employees of hazardous condition/concerns or near-miss incidents and ensure timely corrective actions are taken
•Ensure Thailand Government Emission Control Regulations and Crane / Lifting Gear Inspection Regulations are being followed
•Raise High Risk Issue to ES&H Manager
•Interface with Subcontractor supervision with regards to permit-to-work and equipment inspection matters
•Coordinates all types of permit-to-work with field supervision / permit request and permit authorities as required by the activities / task and ensure that all safe practices and measures are in place
•Coordinates JSA / Method statement efforts with Permit, lifting gears, cranes, electrical tools and equipment etc with the support of Subject Matter Expert (SME) and coordinates / arranges inspections by UPSTRAM inspector
•Prepares and supplies the constructions department with accurate reports on the status of permit applications and any other pertinent information affecting the project
•Maintains an accurate registry of equipment inspection status and permit-to-work status
•Coordinates the inspection and permit-to-work issues with refinery and project team
•Audits site permit-to-work practices and report findings to ES&H Manager & Construction Manager
•Takes action and reports immediately to the Site ES&H Manager in case of dangerous actions and/or situations, incident and Nearmiss or when the work being performed does not follow the specified safe work practices as spelled out in the permit-to-work
•To schedule and provide Permit-to-work as required

Essential Skills / Qualifications:
Qualifications
•Minimum 5 years working experience in Construction Supervision in Oil, Gas and Chemical project
•Good documentation / organizational skills
•Good computer skill for Microsoft Words, Excel, Access, PowerPoint and etc
•Able to work to tight schedule
•Excellent written and oral communication skills
•Demonstrated knowledge of permit-to-work process and good understanding of construction sequence of works and safe work practices
•Basic skills in training and supervision of personnel
•Ability to develop and analyze information for method statement and Job Safety Analysis (JSA)
•Knowledge of inspection requirements for construction equipment, portable electrical tools and equipment
