The Role:
To support the administration and co-ordination of the PTW System for Offshore Operations during commissioning, start-up and steady state operations phases to ensure the effective co-ordination of permit work activities. To apply all PTW regulations consistently and in compliance with company policy and any local rules which are approved by the Offshore Site Manager.

• The PTW Coordinator is NOT a signatory role within the PTW System.
• Line reporting to HSE Superintendent but has the responsibility for reporting directly to the Offshore Site Manager on PTW/SIMOPS issues
• Assisting the AA & IA in the execution of their PTW duties when requested (This shall NOT include signing Permits/Certificates);
• Being the focal point for administration and co-ordination of all permits , including those permits that are suspended, but where the work is not complete;
• Providing a quality check on the completion of permits and certificates prior to issue ensuring all the necessary signatures have been obtained and informing the IA & AA of any potential conflicts;
• Operating the Permit Office to reflect the current status of all permit work and isolations. This includes maintaining the permit isolation display board
• Ensuring that conflicting permits are not issued; Maintaining the Permit Register (on behalf of the IA);
• Recording any lessons learned during the operation of the PTW System in the Lessons Learned Register;
• Taking a lead role in ensuring the SIMOPs for offshore is not compromised by the issue of conflicting permits;
• Coaching and mentoring of junior staff.
• Ensuring that PTW updates/changes are effectively communicated to all offshore personnel
• Ensuring that new staff are registered in the PTW register at the appropriate level
• Attend all PTW & SIMOPS meetings
• Carry out weekly audits of the PTW system
• Facilitate and participate in higher level PTW audits
• Supply accurate data and reports regarding PTW status to the offshore management team
• Report Company and Contractor none compliances immediately to prevent accidents;

HSE Responsibilities:
• Demonstrate a commitment to HSE through the personal application of safety critical behaviours:
• Compliance with Republic of Kazakhstan Statutory HSE Regulations, Codes and Standards;
• Applying Agip KCO’s HSE & SD Policies & Management System;
• Supporting/ Participating in Emergency Drills and Exercises as required;
• Reporting all Accidents/ Incidents and Unsafe Acts/ Conditions in a timely manner.
• Supporting the HSE Superintendent in actively promoting HSE initiatives

Essential Skills / Qualifications:
The job holder must have:

• Higher Degree / Diploma qualification in Technical Discipline.
• Minimum 10 years experience in processing plant operations in upstream / downstream Offshore Oil and Gas Industry .
• With at least 5 years direct experience undertaking a role as PTW / Simops supervisor or PTW signatory in a major oil and gas project or operation.
• Fluent written and spoken English
• Experience in Caspian Area and/or CIS states would be an advantage;
• A previous similar company role, especially in managing and interfacing with a major International Contractor (advantageous).
• Must be capable of working unsupervised and performing at a high level in a safety critical role
• Computer literate
• Offshore Medical Certificate of Fitness
• Valid BOSIET Certificate (Basic Offshore Safety Induction& Emergency Training)
• Previous experience in training staff to undertake the duties of Permit Coordinator would be an advantage

Desirable Skills / Qualifications:
The job holder must have proven:

• Skill level for Workplace Risk Analysis methods and Permit to Work procedures
• Skill level regarding PTW systems and the ability to establish and maintain them
• Skill level to read, write, understand and explain documentation, share information with others and train and develop the national staff;
• Very good interpersonal and communication skills and ability to create friendly working environment.
• Very good written and verbal English skills
• Understanding of relevant operational and emergency response procedures, since they may be required as an aspect of Permits to work;
• Understanding of key elements of RoK Labour and HSE legislation is desirable
• Computer skills, including good knowledge of MS Word and Excel;
• Good organisational skills
• Ability to work as a team member and to solve problems within the PTW team sphere of influence.
