The Role:

• Assist the Permitting and Regulatory Affairs Director in developing and executing of the Permitting & Interface program to support timely delivery of project.

• Lead and take responsibilities for obtaining of permits from concerned parties (state and local authorities, impacted land owners / users, and owners/operators of 3rd party crossing services) to support delivery of project.

• Demonstrate the strong knowledge of local legislation, HGA rights & obligations and set clear expectations for Construction Contractor with respect of permits and regulations required for S project execution.

• Establish KPIs (Action tracking process) to measure progress against the approved P&I program and communicate risks and opportunities to Project management in a systematic manner.

• Develop and execute short-term 2-week Permit & Interface plan in coordination with internal and external project stakeholders.

• Deploy sufficient resources along ROW and Baku office to ensure obtaining of required permits and access to land in a timely manner to prevent impact on construction schedule where it relates to Company obligations.

• Lead preparation of Technical packages for permit and regulation application in conjunction with AGTR Permitting and Regulatory Affairs Manager, SCPX Engineering and Construction Contractor as required.

• Maintain regular communication with key internal stakeholders Engineering, Land Acquisition and AGTR P&RA, ESIA and Regulatory Compliance and Environment teams) to ensure consistent communication to Construction Contractor.

• Facilitate timely acceptance of Technical packages by owners / operators of 3rd party crossing services and execution of the work by Construction Contractor.

• Take role of a single point of coordination of field activities associated with the access to ROW between Construction Contractor and - (a). Local authorities; (b). Project affected land owners / users; (c). Owners / operators of 3rd party crossing services.

• Supervise performance of team members, coach and provide guidance in problem solution as required.

• Set clear expectations for the team and demonstrate ethical business practices in accordance with Code of Conduct principles and company values underpinning day-to-day operations: Safety, Respect, Excellence, Courage and One-Team.

• Assist the line manager in handling ongoing operations and deputize his/her in taking delegated accountabilities while absent.

Essential Skills / Qualifications:
• The incumbent should have a working knowledge of local legislation and regulations concerning construction and operation of oil and gas facilities.

• Should possess an Engineering degree or equivalent and have 5 to 10 year experience working in Petroleum Industry.

• The post holder should be self-motivated and capable of working with minimal supervision. Interest in aspects of permitting and regulatory affairs will be beneficial although not a prerequisite for this position.

• The post holder will have excellent communication skills, verbal and written; have the ability to deal with conflicting requirements and priorities; and be able to relate to various level authorities and major owners / operators 3rd party crossing services such as

• Computer skills are required for this position, specifically use of Microsoft applications.
