Global Oil Company looking to recruit a Pipeline Construction Manager - Tie Ins and Crossings

The Role:
KEY ROLES
• Senior Project Site Construction Manager. Principal project management representative in the field, accountable for managing the pipeline HDD, Microtunneling and Hot Tap and Stopple specialist construction contractors and their execution of construction of the major pipeline crossings and tie ins, in accordance with HSSE and quality requirements, and in line with the schedule and budget.
• Prior to mobilisation for construction to provide construction input and support during the early execute stage of the Project. Initially based in the EPMS Contractors’ Office in London. Following contract award relocate to the construction contractor’s office and then transferring to Georgia and Azerbaijan as required for project execution in a camp/site location.


RESPONSIBILITIES & OBJECTIVES
The position requires previous experience of work in a senior project construction management role on major construction projects involving tunnelling and/or large diameter HDD crossings, with emphasis on the ability to not only manage work on site, but also taking responsibility for the day to day management of leading pipeline construction contractors and providing overall HSSE, quality and overall performance leadership to the combined company and contractor site teams. Knowledge of Hot Tap interventions and PHCA management.

Responsibilities include:
• Overall responsibility for the successful construction of HDD and Microtunnel pipeline crossings and Hot Tap tie ins and interventions in Georgia and Azerbaijan. Includes accountability for delivering the crossings and tie ins while meeting performance targets related to HSS, ES, Cost, Schedule, Quality, Community Relations, and Camp Operations.
• Manage the specialist crossings and tie in contracts and coordinate with the management of the contract(s) for the Pipeline - acts as principal interface with contractor management at site
• Personal commitment to achieve excellence in workplace health and safety. Maintain direct involvement with project personnel and activities and involvement in the management of working systems and practices. Promote safety awareness within all areas of the site/field organisation
• Provide support for the Define and Execute stages of the Project
• Work with the engineering group, interface with others in construction, commissioning and operations and contractor’s PMT to ensure project requirements are met and delivered on time.
• Work with relevant parties to ensure Contractor commitment to Project Objectives
• Participate in development of construction strategies, plans and schedules and collaborate with project services, engineering and PSCM to establish ROS dates for materials and equipment and issue dates for engineering
• Participate in the development of effective interfaces between Pipelines construction, Facilities construction, the EPMS contractor, the pipeline construction contractor, subcontractors and external stakeholders involved in project activity.
• Ensure that lessons learned are considered in construction.
• Challenge and manage the effects of design change and potential scope growth
• Anticipate and identify adverse trends/events throughout the construction period and work with the relevant parties to avoid them or achieve timely resolution
• Actively promote Risk management process.
• Participate in weekly site construction meetings with specialist construction contractors, main pipeline construction contractor(s) and PMT
• Participate in the Constructability programme and manage the implementation of constructability recommendations and principles in the field.
• Participate in managing and working with the selected contractor in completion of detailed execution plans, site procedures, and schedules during pre-mobilization planning period in the construction contractor’s main office).
• Manage readiness reviews and “go – no go” assessments and authorization for mobilization.
• Oversee pre-inspections of contractor’s construction equipment and camps prior to approval for mobilisation.

Essential Skills / Qualifications:
• University Degree in Engineering or Construction Management.
• Minimum of 15 years of experience in Oil and Gas Engineering and Construction involving:-
o Experience of major tunnelling construction.
o Familiarity with pipeline construction
o Familiarity with International Standards which form the basis for project specifications
o Familiarity with the Production Methods and Welding Technology as used in the Oil and Gas pipeline construction Industry and NDE methods applied to ensure quality standards are met.
o Experience of planning for a major pipeline construction project.
o Experience of risk management process for a major construction project.
o Experience of Task Risk Assessment, HAZID
• Desired, but not mandatory, experience includes:
o Experience in managing construction sites in remote, camp environment
o Experience in the Republic of Georgia, Azerbaijan, Turkey and/or Former Soviet Union
o Experience with BP project management systems, permit to work system
