The Role:
This role provides specialist technical support for Pipeline Engineering discipline across UK Upstream assets.

You will act as Asset Technical Authority for Pipeline Engineering discipline. Ensuring technical decisions are in-line with best practice and meet corporate Standards and Guidelines.

Key Accountabilities
As the owner of specific Asset Performance Standards, you are responsible for regular monitoring and audit of Operation and Maintenance against the performance standards.

- Ensure that corporate and local Health, Safety, Security and Environmental policies and regulations are applied on all engineering, plant and process modification activities.
- Participate in Hazop and safety related reviews.
- Contribute to asset risk identification and mitigation reviews.

- Provide discipline engineering input to modifications to ensure that the Company’s technical, performance and integrity requirements are met.
- Provide Pipeline engineering input to developments and projects in both mature and green field developments.
- Lead relevant engineering studies carried out internally and externally in support of such developments and projects
- Maintain effective liaison with other functions, eg. HSSE, Asset Integrity, Operations, Well Engineering, Petroleum Engineering, Commercial, Finance etc, as part of developing robust and optimised solutions.

- Co-ordinate with Operations Team and Engineering Team, including other discipline Asset Technical Authorities, regarding technical issues identified.
- Co-ordinate with Asset Integrity Team regarding inspection and maintenance requirements.
- Co-ordinate peer assists, peer reviews and technical assurance reviews.

- Co-ordinate delivery of Pipeline studies for the Operate Business Delivery Unit.
- Review proposed deferral of planned inspection or maintenance activities for acceptability.

Performance Management
- Deliver defined Engineering studies & scopes.
- Technical Authority for Operational Risk Assessments.

- Support development and optimisation of budgets and forecasts.
- Cost Management of all Pipeline Studies.

Unique Knowledge, Skills, Experience and Attribute
You will be degree qualified or equivalent, in a relevant Engineering discipline or equivalent. Either chartered or working towards Chartered status.

With extensive and in depth Pipeline discipline experience in key areas of facilities engineering, covering onshore and offshore oil and gas production and associated facilities in a client/operator environment, at senior level. Experience of trunklines; subsea tie backs and flexible pipelines as well as experienced in all aspects of pipeline technical assurance and integrity management, from FEED, detailed design and pipeline operations to decommissioning. Exposure to different geographical environments.

As an experienced professional with operational background in E&P, demonstrated through solid working knowledge you will have a fundamental understanding of operations principles and processes and have the ability to oversee their implementation and long-term effective management.

Experience required:
- Knowledge and experience in the application of UKCS regulations.
- Demonstrable understanding of UK Regulatory framework for the Offshore Oil & Gas Industry, with specific knowledge and application of relevant pipelines legislation.
- Experience in liaising directly with Independent Verification Body and government agencies eg: Health and Safety Executive and DECC.
- Comprehensive knowledge of requirements of Pipeline Safety Regulations and implementation. Thorough working knowledge of relevant industry standards, codes, regulations and best practice.
- Experience of Performance Standard Management and Written Schemes of Examination and technical content of pipelines commercial agreements.

You will also have demonstrable performance and delivery in projects and operations, for design, selection and operation across a range of hydrocarbon activities. Experience in the application of functional assurance processes and techniques to Pipeline engineering activities, in particular for fitness for purpose assessment and defect assessment and experience leading multidisciplinary teams and in the assembly of teams to resolve specific technical issues.

Significant experience in client/operator roles in the management of contractors with active involvement in the application of quality assurance and quality control to contractors engineering activities, including reviewing models, calculations, philosophies and designs and active participation in reviews and risk/hazard management activities.
