The Role:
The Pipeline HSS Lead has two key roles: verifying Project and Contractor compliance to Project HSS requirements and supporting the pipeline delivery team. S/he is responsible for:
1. Development and implementation of the project HSS Management Plan;
2. Managing the HSS resources required to implement the project HSSE Management Plan;
3. Development and implementation of the Project HSS Compliance and Verification Plan;
4. Providing the project management team with HSS advice, guidance and assistance; and
5. Ensuring that HSS training for the project management team is delivered as per the Project HSSE Training Plan.

Responsibilities & Objectives:

1. Lead by example by being actively involved in the Project HSS programmes and systems;
2. Adhere to the Code of Conduct;
3. Actively promote Company and Project Policies, Standards and Procedures;
4. Develop, with the Project Manager, the Annual HSS Plan (Leading Indicators).
5. Coach Project Management team members on key safety processes deliverables:

Working with Contractors;
1. Evaluate contractor HSS submissions during tender process;
2. Ensure that all HSS procedures submitted by the contractor are reviewed and approved prior to the commencement of work;
3. Ensure processes are in place to verify that the contractors are following their procedures, policies and standards and the conditions of the contract;
4. Coordinate and chair monthly and quarterly contractor HSS performance reviews.

Risk Management
1. Ensure that risk response plans are in place for all HSS risks;
2. Ensure all actions identified in the risk response plans are closed on time and prior to activities commencing;
3. Attend and lead where necessary monthly risk reviews;
4. Develop and take ownership of the project specific:
HSSE Management Plan;
HSSE Compliance and Verification Plan;
Health Plan;
Security Plan;
Emergency Response Plan;
Training Plan.

Essential Skills / Qualifications:
Preferred Qualifications and Experience
1. Tertiary qualification in Safety Management;
2. 10 plus years working in HSS roles in the oil and gas industry;
3. 5 plus years in a similar position; and
4. Experience of pipeline construction related activities including but not limited to:
Large bore pipeline construction;
Contractor mobilisation
Readiness Reviews and Go No Go
