Our Client, a major international oil & gas owner/operator, seeks expertise for their major projects in Western Canada.

First consideration will be given to current Citizens and Permanent Residents of Canada.

The Role:
Position Summary

The position is to oversee the design, procurement, installation and commissioning of the Pipeline from upstream plays to the terminal in British Columbia.

The Pipeline Project Manager is solely accountable for managing the Non-Operating Joint Venture ("NOJV") relationship with the pipeline operator who are responsible for the delivery of the pipeline up to the point it is accepted by Operations.

Key Accountabilities

As this position is a Function Critical Role, the job holder will have certain accountabilities agreed with Company and as set out in the Asset - Function Accountability Standard, which are expected to involve:

- Contributing to delivery of the Business Plan by carrying out the Functional/Asset scope of work in accordance with Company's Internal Control Framework. In particular, this will require identifying any compliance gaps to functional standards, developing plans to address them and seeking dispensations as required;

- Implementing the function strategy and improvement plans within the job holder's defined scope of work.

• Solely accountable for the delivery of the non operated pipeline project up to the point where it is accepted by Operations
• Company representative responsible for managing the relationship with the pipeline delivery company
• Accountable for all design aspects and land and marine access issues related to the pipeline, demonstration of the overall technical integrity of the pipeline, construction, testing, drying and gas-up of the pipeline
• Management of any land rectification scope in line with the EA promises
• Deliver the pipeline project to the sanctioned cost, schedule and performance criteria. Implement project and financial control systems to monitor project progress against target, financial management and change control systems, enabling appropriate action to be taken in a timely manner.
• Develop the pipeline project strategy, project execution plan, contract strategy and management systems for project delivery and ensure they get ownership from within the asset, Capital Projects Group, partners and the project team
• Identify any compliance gaps to functional standards, developing plans to address them and seeking dispensations as appropriate and required
• Interface with other Stakeholders and team members to ensure timely agreement on deliverables
• Ensure readiness for commissioning and handover is planned and agreed with operations.
• Establish and manage an appropriate team to deliver the project, including definition of responsibilities and accountabilities of team members
• Negotiate prime contracts as required, delivering these against the agreed commercial strategy
• Participate in the identification of risks and eliminate or implement mitigation measures. Capitalise on potential opportunities
• Establish and implement an agreed reporting system to the satisfaction of project stakeholders
• Ensure the project undertakes adequate quality assurance
• Lead the preparation of key approvals e.g. contract awards, revised project approvals etc for the approval authority
• Identify and manage all project interfaces and relationships with stakeholders
• Ensure project lessons learned are fed back within the asset and to the Capital Projects Group, for the benefit of future projects
• Participate actively in career development of direct reports, and succession planning initiatives to build future expertise
• Safety Leadership - ensure a robust culture of HSSE is driven down through the project organisation such that work by project personnel and NOJV, suppliers, contractors and partners are undertaken in an appropriate professional manner.
• Apply corporate and local Health, Safety, Security and Environmental policies and regulations on project activities.

Essential Skills / Qualifications:
• Degree qualified Professional/Chartered Engineer
• A minimum of 10 years demonstrated high performance in the delivery of large and complex offshore projects in a range of international environments
• Experience in delivery of large diameter Pipeline projects through mountainous terrains in environmentally sensitive locations
• Proven success in an environment where tight cost and quality control and deadline achievement are an integral part of the corporate culture
• Outstanding experience across the lifecycle of major capital programmes, with responsibility for managing multi-billion Dollar CAPEX budgets
• Has negotiated and managed high value EPC/EPCM contracts
• Experience of managing complex permitting and environmental processes and acting as the advocate for the project sponsor during these processes
• Track record of effective communication and building effective relationships with partners and suppliers at all levels of the organization

Desirable Skills / Qualifications:
• Has broad understanding of leadership, project management and engineering principles and ability to oversee their implementation.
• Has a strong safety and delivery focus who is tenacious at meeting Sanction Promises.
• Knowledge of process plant, facilities, utilities, and architecture of surface and subsurface offshore and / or onshore gas and oil producing facilities
• Broad exposure to oil and gas (E&P/LNG) business or other significant infrastructure development business
• Skilled at identifying project critical success factors and adopting appropriate risk management practices
• Planning and programme management skills are essential
• Mastery in the application of functional assurance processes and skilled in the application of business processes
• Has deep understanding of commercial impact of project and engineering decisions and actively uses this understanding in decision making, performance target setting and in communication with staff and his leadership
