The Company:
Our client is a major Owner in Canada with headquarters in Calgary, AB. They are one of Canada’s largest producers of Crude Oil and Natural Gas as well as Canada’s largest refiner. Most of their Canadian projects are located in Northern Alberta’s Oil Sands.

The Role:
Responsible for safeguarding company interests in the execution planning and construction of major pipeline projects executed by a 3rd party on behalf of the Client. Scope of responsibility covers complete project cycle from design (planning) stage to commissioning and startup. Responsible for engaging functional support and expert resources from the Project Team as required to verify 3rd party plans. Project oversight mix includes some components of other linear developments (roads and power lines).

• Ensures the project meets company, government and regulatory expectations through the construction phase.
• Actively participates in external construction planning and safety reviews and verifies 3rd party completion of follow-up action plans.
• Coordinates in-house construction and safety planning reviews.
• Actively monitors 3rd party construction activity to ensure compliance with industry best practice and company standards for integrity and safety.
• Participates and advises on significant design decisions.

Responsibilities and duties:
• Verifies that 3rd party has adequate processes to ensure that the construction is consistent with their specifications and standards.
• Verifies (and tests for) the adequacy of 3rd party construction management and safety oversight plans.
• Monitors 3rd party performance against company project schedule for construction activity (and works with 3rd parties on potential corrective actions).
• Defines key deliverables and timing to achieve construction activities – validates same in 3rd party plans.
• Attends and provides input to constructability reviews.
• Stewards and verifies 3rd party reporting on construction performance (progress, safety and quality).
• Makes regular site visits to oversee field construction safety and progress.
• Participates in contingency planning, identifying construction risks and possible mitigations.
• Provides expert advice in review of technical bid evaluations for construction activity and key packaged equipment.
• Advise on correct pipeline pre-commissioning to ensure cleanliness of product through the pipelines.
• Advise on commissioning and start-up issues.
• Responsibility for ensuring construction plans and interfaces are coordinated between company and 3rd parties.

Essential Skills / Qualifications:
Pipeline expert with execution/construction experience of onshore pipelines (preferably in Alberta; 10-20 years).
• Worldwide experience working with contractors and subcontractors, in particular those involved in the construction of onshore oil, gas, chemical and petrochemical pipelines and associated facilities.
• Excellent communication skills and ability to read, write, and speak fluent English
• Proficient in Microsoft Office suite of software programs, Outlook, etc.
