The Role:
The post holder is empowered with the authority by the Project Director to stop any activity which they consider could lead to a high potential condition or worse.
The post holder will be functionally responsible to the Quality Manager, with a direct reporting line to the Package Manager. The positions primary responsibility shall be to provide quality assurance and quality control support to the Package Manager, verification oversight of the work of vendors, manufacturers and fabricators including inspections in vendor’s works or other areas of work as directed by the Employer.

• Assist the package manager in achieving compliance with PROJECT safety objectives via promotion, surveillance, audit and reporting ALL safety concerns as soon as practicably possible.
• Ensuring that the scope of work, from detailed design, through engineering, procurement, fabrication, installation and commissioning is executed in accordance with contractual requirements.
• Manage the COMPANY inspection team assigned to the package and ensure CONTRACTOR inspection team is resourced appropriately. Inspection Team currently consist of five direct reports and 50 indirect reports (Velosi inspectors) for whom the above referenced position maintains full responsibility
• Manage the Pipeline Tracking System from inception to handover to affiliate.
• Ensuring that the contractors Quality Management System is fully developed and implemented in order to meet the project requirements.
• Ensuring that the COMPANY Pipelines Group are operating within the agreed requirements
• Lead weekly Quality meetings with CONTRACTOR and suppliers.
• Undertake technical communication with external parties such as vendors, contractors, inspection authorities and verification bodies
• Provide technical advice in the area of QA/QC Engineering
• Assist in maintaining Quality & Safety performance in all operational activities
• Ensure product and service technical conformity on all contracts under the control of the project team.
• Develop and implement Company audit schedule specific to Pipelines package

Third Party Assurance
• Actively participate in co-ordination activities relating to the management of the appointed Third Party Assurance Service Provider
• Co-ordination of inspection activities on and troubleshooting any service/product discrepancies generated as an output from the Third Party Assurance process
• Co-ordination and selective participation in the Third Party Audit process, formalising audit arrangements with vendors in line with the audit schedule
• Review of inspection reports and follow up of any reported discrepancies
• Review of audit reports and participation in the process of verification and close out of audit findings
• Participate in performance review meetings with vendors and the third party assurance service provider

Quality Management System
• Assist with the implementation of internal and external procedures/works instructions
• Provide input into the generation and implementation of process maps
• Assist with the implementation of an internal audit program for project activities
• Co-ordination and selective participation in the internal audit process

QA/QC Technical Support
• Provide technical back up to the Pipelines Project Team
• Review approval and issuance of vendor and contractor quality plans
• Provide technical support as part of QA/QC input to the procurement process
• Participate in CONTRACTOR investigations of significant quality failures

Performance Management
• Support development of QA Performance Management System – including the administration of: review reports, scorecards, supplier evaluations, NCR reporting, QA/QC performance data collation for presentations
• Assist in the production of a supplier & contract performance tracking system
• Input of QA/QC data to pre qualification & ITT documents
• Contribute to the annual Cost of Quality reporting requirements as defined by Group;
• Provide weekly/monthly status reports to the Quality Manager, as required.
• Position will be based in Aberdeen
• Extensive travel shall be required in order to support project activities.

Essential Skills / Qualifications:
Qualifications Experience required
• Engineering degree (or equivalent) in a relevant discipline
• At least 20 years post qualification experience in QA/QC specific to pipelines within the Oil & Gas Industry
• Extensive knowledge of line pipe manufacture
• Extensive knowledge of pipeline welding & NDT techniques
• Extensive knowledge of pipeline and field joint coating techniques
• Experience with both onshore and offshore lay contractors
• Experience of application of Quality Assurance Systems
• Familiar with relevant national and international codes & standards, specifically DNV OS-F101, BS 8010.
• Extensive auditing experience
• Member of a appropriate professional body
• Familiar with relevant national and international codes & standards
• Member of a professional body
