The Company:
Our Client is a Leading Global Operator in the Oil and Gas Industry.

The Role:
NOTE: This role is initially based in Dubai on a residential basis until April 2013, then based in Iraq on a 28/28 rotation.

Main Job Function:

To review and approve the specification, design, supply, fabrication and installation of Piping equipment (both new and modification of existing site facilities) in onshore production facilities, ensuring that it meets project objectives, industry standards and best practice for safety, reliability and cost. To provide material and corrosion engineering expertise in the piping domain, including its interfaces with pipelines and equipment.

Accountabilities and Responsibilities:
The job holder is responsible for :
• Supervising and directing Engineering Detail Contractors during the execution of design, procurement and construction activities, ensuring the quality of the works, according to the contract requirements, are met.
• Ensuring a smooth and effective transfer of data and information between Contractors and between Contractors and the Company.
• Identifying and creating/adopting appropriate Piping engineering standards, with due consideration of the environmental and logistic conditions of the facilities.
• Defining Piping and Layout requirements, review general layouts and equipment layouts/plot plans for engineering and construction to meet process, safety, operation and maintenance requirements.
• Review and update piping drawings for the entire facility including Piping Layouts, Piping Erection Drawings, Isometric Sketches and General Arrangement Drawings (GA’s) Plans/Sections/Details
• Review and update Piping Line Lists and contribute to the P&ID mechanisation
• Review piping engineering calculations, including static/dynamic Stress Analysis and anchor/nozzle Load Calculations for critical lines using approved software
• Review specifications, drawings, material take-offs and purchase requisitions for piping and support materials
• Review Support Lists including Special Supports design and Interconnecting Pipe-racks
• Providing guidance & supervision to the 3D Model Review and related follow-on activities.
• Optimising installation and construction activities / sequences, minimising cost and safety risks.
• Contributing to the Equipment List and a data base of size, weight, cost and delivery time of major equipment and packages.
• Participating in process safety reviews activities.
• Reviewing and guiding the work of the contractor in the area of material selection, material specification, welding & fabrication and corrosion protection (incl. corrosion inhibition and monitoring adequate for controls during service life)
• Define inspection and NDE requirements
• Approve the final “as-built” documentation
• Act as a technical authority on Piping & related Material issues for the Project, for example, reply to formal Deviation/Concession Requests issued by contractors and where necessary act as coordinator in resolution of technical issues.
• Assess capabilities and limitations of detail design contractors and incorporating in development planning and risk mitigation processes.
• Participate to technical integrity activities and reviews/audits.

Safety Responsibilities:
• Demonstrate a personal commitment to Health, Safety and the Environment by following the Project’s HSE Plan and training requirements
• Ensuring a safe and operable design

Main Interfaces:
• Liaise with engineering / EPC contractors, suppliers and consultants as required.
• Liaise with project group and technical staff.

Essential Skills / Qualifications:
Qualifications & Experience:

The job holder must have:

• Degree in Mechanical engineering or equivalent.
• Demonstrable experience (min. 10 years) and proven track record in Piping Engineering specifically related to front end engineering, detailed design, delivery and operation of upstream onshore Oil & Gas projects.
• Demonstrable experience (min. 15 years) and proven track record in onshore oil & gas project related engineering activities.
• Experience in Material Selection and Corrosion Control design activity
• Good knowledge of (i) Metallurgy and Welding (ii) Painting & Coating (iii) Cathodic Protection systems
• Fluency in English.

The job holder must have proven:

• Broad technical capabilities as a Mechanical Engineer covering both the Piping & Layout and the Material & Corrosion competencies relevant to piping / pipelines systems.
• Ability to define contractor scope of work and review work progress and reports.
• Excellent interpersonal and team-working skills to include formal report writing, formal presentations and the ability to work with a wide range of personnel from a multi-cultural and multi-functional environment.
• Full understanding of HSE importance in planning and executing projects; Proactive approach to HSE issues and safety/hazard management.
• Demonstrable working knowledge of relevant technical codes and standards within the mechanical engineering disciplines, in particular of the ASME and API Piping Codes
• Be familiar with 3D Modelling Systems (PDMS and Smart Plant Suite applications)
