The Company:
Our Client is the largest LNG producing company in the world, with an annual LNG production capacity of 42 million tonnes per annum (MTA), safely and reliably delivering LNG to customers around the globe from world-class facilities in Qatar.

The Role:
1. Basic Function and Scope:

Reporting directly to the Project Manager and functionally to the Head of Project Controls, the Project Cost Engineer will be responsible for the provision of Project Cost activities for the Clients Project.
Typically, this will include Cost Estimating, Cost Control & Reporting, Work/Progress measurement, Change Management, Risk/Opportunity management & some high level Planning & Schedule development & tracking..
It is also anticipated that he/she will be involved with coaching & developing National staff, in accordance with the clients Qatarisation policy.

2. Tasks and Duties:

Responsibilities will include, but not be limited to, the following:
• Take part in Project management reviews, Audits & Progress meetings.
• Determine the Project WBS/CBS and set up Controls/Progress/Reporting structure.
• Preparation of Project Controls Plans.
• Preparation of Cost Estimates for Funding/Budget requests, Counter Estimates, Feasibility Studies, Change Order requests/ Trends etc.
• Preparation of cash calls/expenditure phasing.
• Monitor & report Project Contingency drawdown/usage.
• Develop & maintain overall Client Project Management Level 1 Schedule.
• Review, challenge & approval of Contractor manpower plans including Organisation Charts, PAF’s, CTR’s etc.
• Generate, review & agree monthly Budget, Commitment, VOWD & Anticipated Final Cost figures, including Variance analysis & narrative where required.
• Preparation of monthly Project Progress report, including Cost progress, physical Progress, HSE Statistics, narratives etc.
• Analyse progress & cost trends to identify any areas of concern before they happen.
• Set up and Manage Change Order/Trend Log.
• Maintain Project Risk/Opportunity Register.
• Monitor and appraise the performance of the Contractor’s site in the area of Cost, Progress and Schedule control.
• Participate in gathering and recording lessons learned for the Project.
• Contribute to Project close-out activities.
• Develop and maintain Project Control Procedures as necessary with Contractors.
• Respond to Adhoc requests from PMT related to Project Controls/Reporting.
• Liaison with EPC/EPCm Contractors.
• Mentoring/developing local staff.

Essential Skills / Qualifications:
• Ideally a Degree or Diploma in Engineering/Business or equivalent.
• Ideally 12 years experience in a Cost Engineering position, involving grassroots, new developments and modifications to existing major process facilities.
• Experience should include Oil & Gas Operators/Owners, Engineering Consultants and Engineering Contracting organizations.
• Good knowledge of Cost Estimating, Monthly Cost Control & Reporting, Contract Management, Equipment/Materials/Services Procurement, Risk/Opportunity Management & Change Management.
• Knowledge of Planning & Scheduling. A proficiency in Primavera P6 would be an advantage.
• Previous Middle East experience.
• LNG experience preferable.
• Ability to demonstrate capacity to work well in pressurised team situations.
• Should be proactive, a self starter, and be able to work with minimal supervision.
• Able to plan, monitor, and coordinate work activities.
• A high level of proficiency in written and spoken English.
