The Role:
Planning & Progress Engineer

Part A: Job Specification

Job Purpose
Responsible for the cost estimates and implementation schedules across all engineering disciplines from conception to completion. Reviews and monitors Contractors’ schedules and schedule performance.

Reporting and Relationships Planning & Progress Engineer functionally reports to the Business Manager.

Constant contact with Contractor to discuss existing schedule and future scheduled activities.

Job Context & Major Challenge(s)
Develops and implements internal planning, scheduling and cost control procedures, as well as planning and reporting procedures to be followed by Contractors.

Monitors and controls schedule and cost commitments and expenditure using Primavera Expedition and Company SAP corporate information system. Monitors project progress and ensures timely reporting.

• Ensure all activities are undertaken in compliance with Company Safety, Health and Environment and Quality policies, regulations and standards. Qatarization Program

• Contribute to the development of Qatari employees. This accountability is a condition of employment for expatriate employees. Firewall Compliance

• Ensure all activities undertaken comply with anti – trust and competition laws and the Company firewall policies and procedures.

Key Job Accountabilities
• Develops internal procedures for planning and scheduling in-house engineering work. Assists engineers in the division in the preparation and updating of in-house schedules
• Prepares project master schedules, using Primavera P3 software, to support internal project justification, as well as for Contract Invitation to Tender documents
• Organizes and provides weekly work summary report for the management update, including planned/actual man-hours, plans compliance reports and PM compliance reports and other key reports as necessary. Prepares PMT weekly and monthly reports.
• Reviews tender schedules and provides technical input in tender evaluation. Reviews and approves Contractors’ schedules and progress measurement methodologies and monitors Contractors schedule and progress performance.
• Prepares and issues various analytical and statistical reports for management and engineers such as work order backlog, failures records, overtime figures, manpower availability, preventive maintenance compliance and breakdown/preventive maintenance ratios
• Participates and coordinates the schedule risk analysis to be conducted periodically by contractor. Reviews and analyse schedule risk analysis report submitted by contractor. Conducts independent schedule risk analysis by PMT if required.
• Participates in the preparation of master plan schedules, in respect of Engineering items. Develop long term, monthly and weekly schedules. Supporting PMT and Cost Stewards with ongoing project cost and schedule analysis, reporting, forecasting, budgeting and Change Management:
• Develop and document Schedules annual and multi-year), and ensuring that these products reflect the approved project design/execution scope
• Analyse schedule trends, develop and review schedule forecasts
• Monitor and report on schedule implications of changes
• Participate in contract commercial bid evaluations (as required)
• Participate in developing Contract Control Schedules and Milestones
• Respond to ad hoc requests from PMT related to Controls/Reporting

• Monitoring and appraising the performance of Contractor's Site in the areas of cost, progress and schedule control.
• Examine and evaluate the Contractor’s schedule control organization, plans, performance and procedures
• Review and, where appropriate, endorse schedule, progress Baselines and forecast prepared by contractors
• Analyse schedule and progress trends developed by contractor
• Review and endorse progress measures reported by the contractor
• Review and endorse weekly and monthly reports submitted by contractor
• Review schedule bases of contractor's Change Proposals - review and endorse Change
• Assist site management in developing/reviewing schedule corrective actions and recovery plans, and making sure needed actions/plans are implemented
• Produces early warning / trend analysis for any potential schedule delays envisaged and its substantiation with critical path analysis
• Maintain regular contact with Cost and Schedule organization in the Sub-project teams and with the EDMS Functional Organization.
• Maintain close liaison with planning engineers in the Sub-project teams and EDMSC Function
• Provide direction and feedback to Sub-project planning and control engineers on schedule aspects of the project
• Conduct briefing sessions for project team members with respect to project control requirements and processes. Participate in gathering and recording lessons learned for the project. Advise the EPSCC contractor's organization with respect to:
• Project controls tools and reports
• Contractor's efforts in schedule •

Part B: Person Specification – Minimum Requirements


• Bachelors of Science Degree in Account Engineering or equivalent
• Excellent understanding of Project Technical requirements
• Excellent written and verbal communication skills
• Excellent interpersonal skills

Essential Skills / Qualifications:
Knowledge and/or Experience

• Minimum of seven (7) years’ experience in control, business and planning (Project experience)
• Experience with contractors and vendors, in particular those involved in the engineering and construction of refining facilities
• Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities
• Read, write, and speak fluent English, especially as it applies to technical communications
• Middle East experience
Technical and Business Skills
• Excellent understanding of applicable International Standards
• Excellent in use of Primavera P6 project management software, including its scheduling, resource and schedule risk analysis modules
• Excellent understanding of Project Technical requirements
• Excellent written and verbal communication skills
• Excellent interpersonal skills
