The Role:
Senior Planning Engineer providing planning expertise and planning control to the OR&A department and OR&A delivery teams within IPO.
- To prepare, maintain and report on the Operations Readiness and Assurance (OR&A) schedule and start-up schedules
- To maintain the interface with Project, Commissioning, Start-Up and IAP Planners regarding integrated Planning matters.
- To supervise planning and progress control activities of the IPO departments, verifying the conformity of the current activity with the Work Programme & Budget schedule / CTR catalogue

- Supervise the OR&A planning team and develop planning capability.
- Providing a full planning, work management and analysis of Production and Maintenance activities, as part of the Operations Readiness and assurance process.
- Ensuring plans are tracked and reported. Highlighting and offering solutions to problems.
- Pro-actively handling all matters relating to Planning and Risk Analysis.
- Developing a hierarchical set of schedules down to Level 4 for the OR&A process.
- Develop Operations Site Readiness schedules and support review meetings.
- Supporting the Start-up sequence planning as well as Interim Hand-over planning
- Ensuring the quality of reporting through the OR&A Dashboard
- Maintaining and updating all plans in readiness for monthly progress reporting
- Ensuring that all interfaces are identified, agreed and reviewed on a weekly basis
- Ensuring that all short term critical tasks are reviewed on a weekly basis
- Maintaining OR&A strategic planning documents and supporting charter sheets as required.
- Developing integrated operations procedures and plans in preparation for mature operations
- Maintaining close liaison with the various Planning Departments in AKCO/NCPOC linked with IPO.
- Assisting with the deployment and embedding of Integrated Activity Planning (IAP) procedures for the operations phase.

Implementation of OR&A Planning, Readiness Planning, Assurance Planning and Start-up Planning, IPO transition planning capability in the IPO organisation and development of planning discipline staff.
Internal relationships: OD and Project directorates and IPO departments
External relationships inside the Venture: NCPOC

Special Challenges

All NCPOC Operations staff are seconded to AKCO for a temporary duration. This period ends when AKCO formally hands over the Production facilities to NCPOC at the interim production plateau. At this point all of the Integrated Production Operations team (IPO) will transfer from AKCO back to NCPOC. There is an agreed handover point and this back transfer is expected by approx mid 2013.

The IPO will be one integrated team and will work as seamlessly as possible to deliver, in the first instance, to the agreed Venture standard and at the same time embedding Shell Operational standards where feasible and applicable.

The challenges of Kashagan are truly world class which makes this a very exciting and rewarding place to work. As you will see from the above, NCPOC and its co Venture partners are willing to implement novel and imaginative ways to make this project a success and have a safe start-up and ramp-up as per plan, the IPO is one of those examples.

Essential Skills / Qualifications:
In order to process work permits in Kazakhstan the authorities require high education (min HND/Bachelor level or higher). Applicants without these qualifications would not be considered. Your letter of references/experience should explicitly indicate work experience in an area similar to this job profile.

The incumbent must have a tertiary qualification in mechanical engineering or equivalent, with a minimum of ten years working experience within Production
Operations or in an Operational Readiness Project environment.
- Working experience in complex onshore and off-shore oil and gas facilities/projects
- Certified Advanced Primavera Training

Desirable Skills / Qualifications:
- Previous Experience in supervising planning teams, preparation and executing planning (control) procedures is advantageous.
- Fluency in spoken and written English, and experience in Former Soviet Union and/or Caspian Area would be an advantage

-working in direct and virtual team environments.
