The Company:
Our Client was established in 2004 to be responsible for the planning, design, procurement, construction, delivery, and asset management of ALL infrastructure projects and public buildings in Qatar, key responsibilities include governing the design, construction, and management of major projects including roads, drainage and buildings such as public buildings, schools and hospitals.

The Role:
Planning/cost Engineer staff to carry out Planning and costing Services and all related functions as described in the Contract and Project Brief and as directed by the Engineer or his elected representative in the Engineering Business Support Department.

Planning/Cost Engineer the duties and services to be provided by the specified seconded staff are to be generally but not limited to all facets of the Planning/Costing profession but with particular reference to:
- Review of all kinds of claims in terms of time impact on the contract
- Develop and maintain planning and cost reporting systems.
- Review of project master plan, cost estimates, base and revised programs, resource loading and levelling, execution programs, progress S-curves and method statements
- Assist in tender evaluation
- Provide inputs to Tender Bulletins when required and attend meetings, and review and comment on submitted tender packages.
- Progress measurement and reporting variance, deviance or non-compliance.
- Liaison with Engineering and Operations Departments to effect assessment of any possible interface constraints with any other project, department or operational/shutdown activity.
- Provide inputs to Cost/Budget Controller during preparation of Asset Capitalization Certificates.
- Prepare and update time schedules and PWA manpower plans for the projects in tendering phase.
- Review WBS and CBS for the master time schedule.
- Review and evaluate the bidders’ time schedule and PWA manpower plans as a member of Project Work Team.
- Review and comment on the baseline time schedule, resources plan and cash flow for the design and construction phases and allocate the Client planned man-hours.
- Prepare and update the time schedule and PWA manpower plans for In-house supervision of construction and maintenance projects.
- Follow-up, review and approve the periodical progress report of the time schedule for design phase projects including the reasons for delays, action to recover delays, target works in the next period, and the actual client man-hours consumed.
- Prepare monthly report for time schedule status.
- Participate in study and analysis of the supervision consultant and project manager reports for impact of claims and variations orders on time schedule and cash flow.

Essential Skills / Qualifications:
Should have B.Sc. degree in civil/Architecture with certification in planning under Primavera environment and Cost Engineering with minimum 10 years’ experience.

Desirable Skills / Qualifications:
* At least 10 years project management experience in planning, scheduling and cost engineering, including at least 5 years using project management software e.g. Primavera Project Planner, MS Project. Good oral and written English language, with good report writing, analytical and computer skills.
* Extensive knowledge and experience in project planning, budgeting, cost phasing and control from the project initiation to close out phases, utilizing computer based systems (Primavera & Expedition), within the framework of an integrated project services function for the effective management of a wide range of concurrent civil projects, to meet the business plan objectives.
* Preferably, have minimum 3 years experience in the gulf region.
