The Company:
A National Oil Company.

The Role:
To develop competitive policy programs to enable the client to recruit, retain and motivate employees of the calibre it requires and to ensure details of such programmes are appropriately communicated and understood by managers and staff.
Principal Accountabilities (not limited to)

Departmental Policies & Procedures
- Contribute to the development and oversee the implementation of HR department policies, procedures and controls covering all areas of the HR department activity to ensure that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
- Creates and/or edits HR policies, procedures, and standards as required.

Expert Advice
- Act as subject matter expert on policy matters by keeping abreast of developments in the market and ensure the company is provided with the best possible advice on these issues. Prepare and deliver reports, recommendations and presentations to ensure that the management team is fully informed of market and internal developments on issues relating to policy.
- Manage the HR Policy and Development Committee (HRPDC) meetings, coordinate, present, benchmark and meeting minutes etc.
- Develop and recommend to senior management HR policy strategies and programs for the company to ensure that the company is able to recruit, retain and motivate staff of the caliber required to achieve its business objectives without incurring undue costs.

Benchmarking and Best Practices
- Survey the local, regional and global marketplace for policy issues and practices and review them to determine if suitable for incorporation at the client.
- Analyze market data and make recommendations to management on the revision of current HR policies as necessary and appropriate to maintain alignment with the market place.
- Benchmark policies and procedures against the Labor Laws in Qatar.
- Develop and maintain contacts with related organizations in both Qatar and the Gulf to exchange and obtain information on policy matters and co-ordinate with these companies on any changes to their policies to maintain consistency and competitiveness both amongst Q companies /sister companies and other companies competing for similar human resources.

Communication
- Devise and implement appropriate means of communicating information on HR policies to management and staff to ensure across company awareness.
- Advise line managers and staff on HR policy issues, interpret policy for them and answer queries on such matters to ensure a high level of understanding of the company’s policies and programmes.
- Conduct HR policies and procedures awareness session quarterly and when required by other departments.

Employee Grievances
- Assist employees with grievances on any disputes regarding HR policy implementation.

Legal Issues
- Liaise with Legal Counsel in order to gain awareness of government laws and legislation that may affect HR policy design.
- Responsible to update team members such as HR Analyst, PA Specialist, Compensation and Benefits Specialist and SAP team on procedural change.

Knowledge , Skills and Experience
- Bachelor’s Degree in Business Administration or equivalent.
- Minimum of 6 years experience in a policy development and HR related roles.
- Excellent in written and verbal communication skills in English & Arabic (desirable) languages.
- Strong interpersonal and communication skills.
- Proficient knowledge in Qatar Labor Law.
- Proficient in Microsoft Office (Word, Excel, Outlook etc..)
- Skilled in attention to detail, analyzing organizational problems and identifying effective solutions.
- Knowledge of grammar including usage and punctuation, Knowledge of editorial standards and practices.

- Labor authorities, Q companies /sister companies and other companies competing for similar human resources.
- Internal legal advisor.
- Industry peers.

Financial Authority and Controls
- Endorsement and approval authorities per Table of General Authorities (TOGA) (Financial authority not currently delegated).

Safety and Controls Integrity
- Actively maintain a safe working environment for all employees and contractors.
- Ensure all decisions, contracts and agreements are executed in accordance with company policies and the Table of General Authorities.
