The Company:
A multinational oil and gas company in Indonesia (PSC) is seeking a POMS Engineer position.

The Role:
Working within the Operations Excellence Team, reporting to the Operations Strategy Team Leader, the role will ensure that the Production Operations section of the Company's Management Standard (POMS) is keep current, to fully reflect operational processes, controls and procedures. Will ensure that all Standard Operating Procedures (SOPS) are up to date, regularly reviewed and amended as required, following the POI MOC and document control procedures.

This is a technical role with no direct reports, but is required to play a significant influencing role throughout a broad cross section of the organisation. The POMS Engineer will ensure that relevant Production Operation Control requirements of the The Company's Management Standard (POMS) Document Ref POI HSES 001 are effectively implemented and sustained.

Key responsibilities include:

oReview the status of all the current SOPs to determine which are obsolete/superseded or out of date and needing review
oDevelop SOP prioritisation based on operational criticality/risk. Use prioritisation to establish SOP review frequencies
oEstablish and implement a formal SOP review process
oLiaise with offshore HOFO/HOPOs and Supervisors and ensure that SOPS are thoroughly reviewed by competent personnel in a timely manner.
oConsult with offshore HOFO/HOPOs and Supervisors and identify and agree critical SOPs that require an approved checklist.
oEnsure that approved checklists are kept up to date and periodically reviewed.

•Interaction with MoC and Document Control:
oEnsure that SOPs are reviewed and amended following offshore modifications or organisation changes
oEnsure that SOPs and ongoing amendments, comply with the POI Document Control Procedure

•Training and Competency:
oEnsure that offshore personnel receive adequate training following SOP amendments
oLiaise with the CAMS Coordinator to ensure that SOPs are aligned with the POI training and competency assurance program

•Facilties Integrity Management (FIMS):
oProvide support to the FIMS team lead in the area of operational process safety and represent operations in IM annual integrity reviews.
oLead and participate in incident investigations related to SOL excursions, unplanned shutdowns and Tier1 and 2 process safety events.

Key Deliverables
•Communicate/socialize across organisation key operational requirements of POMS
•Establish and maintain up to date POMS for the POI Indonesian Operations
•Sustain consistent application of POMS across the POI Indonesian Operations
•Ensures that all SOPs are current, fully reflects operational requirements and are regularly reviewed
•Formal link between SOPs and the Production Operations Training and Competency Assessment program
•Identify and import best practice from other POI worldwide operations to support the development and enhancement of POMS in Indonesia
•Ensure consistency of POMS application across the POI Indonesian Production Operations
•Issue monthly report on POMS status

Major Challenges
•There are a significant number of SOPs in the system requiring review, update and consolidation.
•Need to ensure consistency with Anoa, FPSO and Gaja Baru
•Need to ensure formal linkage between POMS and the competency assessment program(CAMS)

Financial Accountability/Activity Indicators
•Responsibility for managing agreed budgets within areas delegated from the Operations Strategy Team Leader

None, but influence over many both offshore and in Jakarta.
Indirect Reports/Relationships (Internal or External)
•Supervisors (FMS, FPS), HSE advisor, Technical Authorities and support engineers, vendors, HOF/PO.
•Establish a network with similar roles within The Company's International operations

Essential Skills / Qualifications:
• Technical Degree in Chemical or Mechanical Engineering or similar, or
• Significant relevant experience, probably as a supervisor offshore


Skills (and experience)
• 5 – 10 years experience in Production Operations
• Experience of direct operational support to a remote operation

• Significant operations and engineering experience and its practical application across disciplines to support an operation

Desirable Skills / Qualifications:
• Highly adaptive, comfortable in problem identification and resolution
• Thorough and not prone to shortcuts even under pressure from peers or management
• Ability to positively influence peers and management.
• Recognises when own skills or experience are insufficient and brings in relevant expertise (‘knows when he doesn’t know’)
• Able to coordinate and manage input from various personnel, on and offshore
• Self-starter, comfortable planning and working independently and in detail
• English communication skills both written and verbal
