The Role:
Position Summary
To manage, on a day-to-day basis, under the guidance of the Project Services Manager, the estimating resources, in order to satisfy the client's business requirements.

Key Accountabilities
• Take ownership of specific estimates, risk reviews, functional reviews, benchmarking and general functional development works
• Work within parameters of the client's Estimating Guidelines.
• Correlate the required input documentation and maintain communication with the relevant stakeholders
• Document input into the Basis of Estimate Document
• Provide functional assistance to the client on the development of cost estimates across the project development life cycle including development and execution project phases
• Maintain cost estimating metrics and systems for application across the organisations projects
• Assist in the development and implementation of best practice corporate guidelines, processes and procedures
• Review cost estimates and expenditure phasing prepared by the client's projects/assets/joint venture partners and comment upon suitability, deliverability and overall quality
• Participate in Cost and Schedule risk analysis
• Liaise with development engineers in the preparation of development concepts and plans
• Perform benchmarking studies of the client's projects against internal and external metrics
• Participate in the client's functional assurance reviews with respect to cost estimates
• Provide ad-hoc support to client's Operating Joint Ventures on related project issues
• Ensure that corporate and local Health, Safety, Security and Environmental policies and regulations are applied on project activities

Essential Skills / Qualifications:
Experience
• Significant experience in the Upstream Oil & Gas Industry both Onshore and Offshore including subsea development, green field and brown field developments, preferably with both operators and contractors.
• Knowledge of all phases of major oil and gas projects from Concept to Sanction.
• Experience in ‘first principle’ and conceptual estimating techniques estimating
• Technical, preferably has experience with construction projects / contractors in the Oil & Gas industry.
• Able to apply appropriate standards for the cost estimating function and recommend improvements as necessary
• Has a good insight into the market and is able to assess the commercial impact of engineering and project decisions on project attractiveness
• Understands the impact of strategic considerations on business decisions.
• Experience of different contract strategies for plant construction including EPC and EPCM
• Able to apply HSSE principles across all project technical activities

Technical Experience
• Preferably be a degree qualified Engineer (or similar relevant discipline)
• Chartered member of a relevant engineering institution or equivalent, preferred
