The Role:
Our client is seeking a Principal Cost Engineer cbompliance with Projects OMS, MPcp and other GPO approved standards and processes
Promoting safety awareness and the requirements of S&OR
Managing activities and deliverables for all Major Projects in the Region in compliance with approved processes and toolsets supporting a $30BN portfolio of projects
Supporting the PSM in assuring organisational capability with overall responsibility for teams supporting the discipline function in the Region, and for the day to day supervision and direction of the Central Cost Group.
Community of Practice region leader for network of 30+ practitioners.
Supporting Appraisal/Project General Managers (AGM/PGM’s), BRO’s and other ADLT members including HoF and PSCM Manager in the coordination of budget and cost control.

• Assure the implementation of all appropriate controls procedures and systems to manage and provide all cost engineering deliverables to support the day to day running and timely progression of major projects through CVP stage gates.
• Assist in the preparation of the various stage gate Finance Memoranda and Forex Hedging agreements
• Develop and maintain the WBS / CBS working closely with Estimating and Planning groups, using the GPO WBS standard.
• Coordinate development of PGM / Delivery Team Control Budgets using WBS, OBS & Asset structures.
• Coordinate key monthly, quarterly and six-monthly activities including GFO’s, Long Term Plans, MCE’s (Master Control Estimates), commitment status reports, Partner Reports, AWP&B’s and NOE’s.
• Implement Cost Control and Reporting requirements (to recognize internal and external stakeholder requirements including actual expenditure, commitment and cancellation, and foreign currency considerations) and assure timely and accurate issue in accordance with agreements as appropriate
• Support the Organisational Capability delivery plan for GPO’s Project Services (Cost) discipline including the development of staffing plans and identification of vacancies, the appraisal of candidates for timely recruitment, and the review of appropriate career development actions for Staff.
• Manage organisational interfaces between the various cost groups and maintain standardisation and consistency across the “Cost network” to promote best practice, and the flow of assured information.
• Define and agree interfaces, and maintain close co-ordination with the PSCM and Finance functional teams to maintain delivery in accordance with internal and external stakeholder requirements.
• Define and agree interfaces, and maintain close co-ordination with project Resources and Risk Management teams in the use of PSPC and Risk Management outputs to support forecast updates.
• Assist and respond to additional ad-hoc requirements as directed by project Leadership Team and GPO Central to support timely and assured delivery
• Coordinate the identification and communication of key lessons using GPO Org. Learning systems

Essential Skills / Qualifications:
• Background in Oil & Gas sector
• Excellent Communication skills across all levels of the organisation
• Excellent interpersonal skills
• Strong engagement and collaboration skills
• Strong customer focus
• Proven track record in leading and managing a large Cost team across multiple locations
• Ideally experienced in all project service disciplines including estimating and planning, as well as cost
• Exposure to EPC, O&M and Wells & Subsurface projects.
