Our client is a leading engineering solutions provider for blue-chip companies in the UK.

The Role:
Key point that should be noted is that this role is design focused. It is one that during the design process assesses what the risks of plant operation are and ensures that these risks are adequately mitigated.

A Principal Design HSE Engineer will normally be the most senior engineer of his discipline on a particular project. He will have full authority to act for that discipline when delegated to do so by the Chief Process Engineer - Process & Design HSE. Design HSE engineering is a fundamental discipline upon which process safety of plant design is based. Design HSE Engineers therefore provide the basic design information which enables other disciplines to proceed with project and proposal work. Design HSE engineering work can therefore have a significant impact on project costs and programme.

Principal Accountabilities
1. To act as project Design HSE Engineer on those projects which are assigned by the FES Manager – Design HSE and to supervise and carry out Design HSE design work on such projects.
2. To be responsible for checking and approval of design work in accordance with Company Procedures when so authorised by the FES Manager – Design HSE.
3. To act as proposals Design HSE Engineer on proposals which are assigned by the FES Manager – Design HSE and to supervise and carry out design work for such proposals.
4. To assist the FES Manager – Design HSE as instructed in administration work within the group.
5. To plan for adequate resources and to monitor and report design progress and man-hour usage.
6. To liaise with other disciplines as required.
7. To provide support to Sales Department and Construction/Commissioning Departments as required.
8. To cascade information to individuals on organisational performance, policy and procedures and to report back to senior management subordinate comments and recommendations for improvements in performance and removal of constraints that are preventing performance.
9. To offer advice and support to colleagues and subordinates on development needs taking into account work activities, learning ability and circumstances.
10. To provide training, information or instruction and to give feedback. To set objectives, to assist colleagues and subordinates in achieving the objectives, to conduct performance reviews and issue to line managers.
11. To be aware of legal and organisational responsibilities regarding Health, Safety and Environmental issues with respect to employees, contractors, clients and third parties, ensuring that activities are managed in accordance with Company policy and client requirements.

Nature and Scope of Position

The job holder reports to the FES Manager – Design HSE. On assignment to a task force with authority delegated by the FES Manager – Design HSE the job holder will report on that project to an Engineering Manager or Project Manager as appropriate. On projects Senior Design HSE and Design HSE Engineers report to the job holder and the number of personnel reporting at any time is dependent on the size of the project and/or the nature and scope of work being undertaken. Ensure personal compliance with current company policy, relevant legislation and company and client’s requirements for Health, Safety and Environmental matters and work in such a manner not to cause personal harm or injury to fellow workers, client and subcontractor employees or the environment.

Track record of taking responsibility for HSE design aspects on detailed design projects (preferably in the UK), having either been solely responsible for the design HSE function on a project or having been responsible for a significant portion of work.

Candidates from a consultancy background with a wide scope of experience also acceptable.

Experience in the following areas desirable (not all expected)
• Design requirements to comply with UK legislation
• Risk identification and mitigation
• Safety studies (e.g Hazid / Hazop / SIL / ENVID) – experience of challenging the design as a team member or preferably in leading the meeting as a chairperson
• Management of consultants in areas such as noise mitigation, QRA, environmental impact assessment, human factors etc. Ability in any of these areas would also be advantageous
• Consequence assessment – dispersion , radiation, explosion modelling (use of software such as PHAST or FRED)
• Safety equipment specification
• Fire and Gas system requirements specification (identify outline requirements and not the detailed design)
• Active fire protection design
• Passive fire protection design
• ALARP justification
• Environmental justification e.g. BAT
• Hazardous area classification
• Fire and explosion analysis
• Philosophy generation (e.g. fire and gas philosophy, drainage philosophy, fire protection philosophy, drainage philosophy)

Essential Skills / Qualifications:
A minimum of 10 years’ experience in the field of Design HSE Engineering
A degree in Chemical Engineering. Preferred(not essential)
