The Role:
Basic Purpose of Job:
o Assure Technical Integrity of the discipline output on the contract or project.
o Responsible for ensuring that the principles of Inherent Safety and Risk Based Design are fully incorporated in the project.
o Provide the necessary cost, planning and progress information to the contract or project
o Support the Lead Engineer in discipline engineering function activities.
o Ensure that all allocated responsibilities are dealt with in accordance with agreed procedures & standards.
o Ensure that the Project business drivers and the Client performance incentives are fully understood by all personnel being supervised.
o Execute Technical Safety discipline engineering activities within budget and schedule, maintain technical integrity and act as a discipline focal point.

Supervisory and Managerial Duties:
Management of discipline team or teams assigned to contract or project to deliver efficiently and effectively
Represent contract or project in corporate engineering function issues
Assist the Lead Engineer when required in the management of the discipline design function

Main Duties:
o Supervision of Technical Safety engineering staff under their control, & responsibility for the technical quality of work produced by them.
o Be conversant and knowledgeable with respect to current and new legislation and standards e.g., BS, API and Client codes and standards, DCR, PFEER, SCR and HS&E Regulations and EU Directives
o Be aware and understand the business drivers within the Client organisation and how these can be influenced by innovated designs and minimum cost solutions
o Production of cost effective designs that are fit for purpose and safe.
o Compliance with Clieny engineering procedures and industry, international and Client Codes and standards.
o Responsible for assessing and identifying deviations to standards, that will benefit Project & Client, and gaining acceptance of Client Technical Authorities
o Responsible for input to project plans and schedules, achievement of agreed schedule, during the course of any project or study or early identification of project areas of concern with necessary corrective action identified
o Progress of the works under their control and the achievement of targets. Responsible for reporting progress as per company systems and procedures
o Identification of increase or reduction in scope, raising the necessary support documents for Project Control Purposes
o Review work/work output of discipline assigned staff as required
o Participate as necessary in discussions with Client and visit jobsites when necessary
o Responsible to ensuring that Client Technical Safety Specifications and/or Standards are fully adhered to, and adopted in the design if applicable.
o Responsible for identifying all project technical safety risks and ensuring they are reduced to a level that is as low as is reasonably practicable (ALARP).
o Responsible for all aspects of Fire & Gas system detector layout, number of and location of safety alarms, manually activated call points, ESD stations etc. As well as the compilation/reviewing of all Hazardous Area Schedules and Plans.
o Responsible for identifying the need for, and specification of Passive Fire Protection.
o Responsible for all communication / liaison with the clients and Independent Verifications Bodies (IVB) regarding Technical Safety Concerns.

Health and Safety Responsibilities:
o Shall take into account all aspects of the "Health and Safety at Work etc. Act (1974)",
o Knowledge of, compliance with and promotion of office, site and contract/project health and safety guidelines and procedures.
o Comply with the Client Safety Management System
o Lead construction risk assessments, Task Based Risk Assessments and construction method statements.
o Take into account all relevant procedures, guidance etc. relating to the work, which will ensure compliance with Client Safety Management System
o Shall ensure all personnel working under their direction are aware of the requirements placed upon them by "Health and Safety at Work etc. Act (1974)" and the WGE Safety Management System
o Participates in project safety and design reviews as required, including HAZOP, HAZID, SIL and risk assessments in accordance with the company design risk management procedures.

Essential Skills / Qualifications:
o Minimum BSc/ BEng in Engineering discipline.

Specific Training / Specialist Skills:
• Capable of reading and interpreting P&IDs and C&E's.
• Experienced in consequence modelling.
• Experienced in the assessment of Major Accident Hazards.
• Familiar with typical QRA techniques.
• Computer fluency with Microsoft Office applications including Excel, Word and Powerpoint.
• Experienced in HAZOP technique.
• Experienced in HAZID technique.
• Awareness of SIL assessment techniques (Risk Graph & LOPA Methods).
• Awareness of PHSSER reviews.
• Experienced in managing conceptual and feasibility studies including use of technical-economic analysis to select optimum safety schemes
• Familiar with reliability assessment techniques/software packages (i.e. Fault Tree +)

• Considerable safety design experience.
• Preferably gained in the UK or Norwegian offshore oil & gas industries for North Sea Projects or in the same location of the project/contract.

Desirable Skills / Qualifications:
o Preferably Post Graduate Safety related qualification.
o Preferably chartered (CEng or equivalent) and member of relevant professional institution.
