The Company:
Our client is a major Oil & Gas Operating company with asset globally but is commited on developing the exploration and production in the North Sea.

The Role:
The asset’s production is divided into Operated Production run by the Operate Business Delivery Unit (OBDU) and Non Operated Production run by the Non Operated Business Deliver Unit (NOBU).

Well Engineering has a significant role to play in the Clients growth aspirations.

The Contracts Engineer is a key member of the Contracts team to support the client population and shall assist in delivery of timely value adding contracts in accordance with established policies and procedures.

Every individual has a duty to both themselves and those around them to ensure that safe practice is adhered to at all times. In addition to any specific accountabilities for HSSE, all employees are accountable for ensuring that they take care of themselves and adopt exemplary safe behaviours.

Plan and organise the provision of all third party contracted support within Well Engineering relating to the supply of all necessary equipment, materials and services through tendering, negotiations or a combination.

Plan and execute electronic based tenders based upon approved strategy(ies) and tender evaluation plans.

Awards contracts for equipment, materials and services in compliance with C&P policies with best practice employed throughout to maximise the commercial benefit and minimise commercial risks. .

Be proactive in seeking opportunity(ies) to provide assurance of supply, reduce lead times, provide alternative solutions, encourage competition (with recognition of industry structure) all in aid of having appropriate agreements in place prior to demand call-offs.

Discourage maverick non-compliant buying by being an integral part of the Well Engineering Team.

Liaise with Category management team and align UKU requirements with the need to gain leverage through scale and scope.

Deputises for the C&P Category Manager as required.

Ensures the provision of timely, qualitative and value added procurement services in accordance with established policies.

Maintains a customer service focus which assists engineers in their timely performance.

Ensures application of work through the use of SAP, ProCon and shared filing systems to ensure a congruent Team approach.

Ensures that appropriate contractual provisions and processes relating to company HSSE requirements, are incorporated into the contracting process – including pre-qualification requirements, routine performance monitoring and feedback and HSSE compliance checks.

Provides support, guidance and expertise in the development of contracting approaches and supply chain solutions.

Assists in the compilation, analysis, application and dissemination of management information, including appropriate KPIs to facilitate decision making, performance measurement and performance improvement.

Delivers value added behaviour including expenditure savings via implementation of best/new practices and generating value creation through cost avoidance, dispute avoidance and relationship leverage.

Delivers requirements from initial conceptualisation through to post management.

As delegated, manage various lookahead and contract reports and use as key communication tools to integrate with the client population

Essential Skills / Qualifications:
• Degree Qualified

• Have a full understanding of C&P tools and techniques and relevant regulatory / legislative requirements within area of work.

• Demonstrate a full understanding of HSSE requirements and knows how to apply them within a contracting context.

• Have solid P2P and contract knowledge using SAP and electronic tendering systems.

• Have strong drafting and analytical skills. Must be able to develop complex ITT and evaluation documentation, experienced and capable in performing complex and thorough evaluation of tender proposals.

• Good working knowledge of First Point Assessment Ltd (FPAL).

• Have excellent knowledge of business law.

• Have a good working knowledge of contract law and must be able to understand, manage, coordinate and act upon work and inputs of various specialist support functions such as finance, treasury, taxation, insurance and legal.

You will:

• Be a proven negotiator of contractual and commercial agreements and associate
