The Role:
Position description - Purpose
Plan, execute, and deliver HSSE-Social Performance engineering support in process and overall project safety for Major Projects to achieve Top Quartile performance in Achieving Goal Zero.

Position description - Accountabilities
• Understand the Golden Rules.
• Understand the Life Saving Rules.
• Ensure Major Projects deliver Shell's global commitments for HSSE-SP, with emphasis on implementation of Shell's HSSE & SP Control Framework AI-PSM Standard.
• Accountable to Project and regional stakeholders whose diverse expectations must be successfully managed.
• Design and implement effective HSSE risk management plan on major projects, including HSSE for execution phase contracts and associated design and construction contractors.
• Demonstrate judgment by deferring to experts in areas where not qualified, and by seeking out their advice.
• Demonstrate ALARP for major accident hazards through application of Shell Hazards & Effects Management Process (HEMP).
• Organize and lead HSE risk assessment workshops and studies, including HAZIDs/HAZOPs, SIL assessments, facility siting/layout assessments, physical effects modeling, etc. during all project lifecycle stages.
• Assure management of safety critical elements through the project lifecycle, including development of performance standards.
• Ensure the proper contractual terms and conditions are included in the FEED and Detail Design contracts to cover all Discipline Control and Assurance Framework (DCAF) deliverables with quality work output.
• Assure technical content of Project HSSE deliverables to be performed by contractor.
• Manage time, productivity and progress of contractor work in order to meet project milestones and overall schedule.
• Comply with Project Safety Plans
• Understand PTW, Confined Space, Excavation and Hot Work Procedures.
• Understand Material Safety Data Sheets.
• Perform, comply, audit and make assessment of Safety Management System.
• Knowledge of Shell’s HSE Standards and Guidelines.
• Awareness of Incident (including environmental) reporting.
• Offshore Safety Training (when required).
• Familiar with Shell DEP Specifications.
• Have knowledge of applicable industrial codes and standards.
• Able to read and understand drawings (PEFS and/or P&IDs)
• Familiar with regulatory requirements.
• Hazard Analysis using Bow Tie and/or Layers of Protection Analysis.
• Process Safety Review (systematic review of a process system by What If? Checklist or other methodology).
• Provide scenario development and technical safety input into the Instrumented Protective Function/Safety Integrity Level review.
• Hazardous Area Classification (IP15 and/or NFPA).
• Process Hazard Analysis (PHA) per OSHA 1910.119 requirement.
• Relief valve scenario development and sizing.
• Emergency Depressuring Systems and/or Blowdown Systems.
• Physical effects consequence modeling (including fires, explosion and toxic releases).
• Explosion prediction and protection.
• Quantitative Risk Assessment (both onshore and offshore facilities).
• Facility siting studies for onshore occupied buildings.
• Layout and segregation.
• Fire safety risk assessment.
• Firewater & Active Fire Protection.
• Passive Fire Protection.
• Detection
• Emergency Evacuation and Rescue Analysis (EERA)
• Emergency Systems Survivability Analysis.
• Smoke Ingress Analysis.
• Dropped objects assessment.
• Collision Assessment.
• Temporary Refuge Design and Impairment.
• Emergency Response.

Special Challenges
• Provide Technical HSSE expertise and direction to major projects (Upstream, Midstream, and/or Downstream).
• Work seamlessly with other Project disciplines to ensure smooth delivery throughout the project cycle.
• Must be able to plan and execute major projects in diverse geographical, cultural and political environments, including widely varying levels of development and infrastructure, such that consistent, world class results are achieved.
• Ability to work collaboratively with external stakeholders and JV partners.
• Multiple work locations with potential for relocation to a project site or engineering/licensor office may be available if you are interested.

Essential Skills / Qualifications:
• BS in Engineering or equivalent Advanced Science.
• 7+ years’ experience Upstream and/or Downstream.
• Experience as a member of project teams in an HSE role would be a plus.
• Accountable for significant HSE delivery on two or more projects, covering Assess through Start up.
• Proven record as an effective team member, preferably in diverse and distributed environments.
• Provides clear and decisive actions in an environment of many competing priorities and diverse activities and issues.
• Ability to manage contractors including the responding to technical queries, request for change orders, etc.
• Technical competence in basic technical safety deliverables and processes.
• Able to identify and address novel problems, including leveraging other's expertise.
• Demonstrated ability to deal with multiple, often conflicting, goals and priorities.
• Required: Strong interpersonal skills and is able to work well with people at all levels of the organization.
