The Role:
Perform Project Management Consultancy (PMC) services in the role of Process Specialist for oil & gas and petrochemical projects. The responsibilities shall include the review of Engineering Contractor's design work / deliverables and provide necessary comments / approval, while fully meeting COMPANY's requirements by assuring quality deliverables in a timely manner.

* Monitors and manages the works carried out by Engineering Contractor during FEED and Detailed Engineering phases, which includes review of deliverables, attending meetings, monitoring resource levels, compliance to codes and standards and Company specifications.
* Reviews and provides comments / approval on design deliverables / packages prepared by Contractor, in line with the scope of work requirements, Company's specifications and international codes / standards.
* Reviews DBM, PFDs, P&ID's, Philosophies, Hydraulic and process simulations, Study reports, specifications and design calculation / analysis.
* Ensures that all technical review comments are incorporated in the design deliverables / packages.
* Reviews and endorses design change requests, concession request and waiver to project specifications, related to the discipline.
* Provides inputs to line manager on change orders and ensure safe, economical and technically sound decisions.
* Provides technical / expert support for projects various activities, including bids evaluation, review of pre-qualification of Subcontractors / Contractors, Vendors or Suppliers, commissioning and handover of project facilities to end-users, etc.
* Provides feedback to COMPANY on selection and shortlisting of new / replacement Contractor's engineering staff.
* Coordinates, supervises and evaluates technical studies and special investigations carried out by third party, including Material selection, HAZOP, Process optimization, facilities/systems upgrading, etc.
* Identifies areas of improvement for the design contractor and articulate an action plan with the involvement of both the project engineer and the design contractor representative.
* Provides technical advice and support to the operation group, in order to ensure that the plants integrity and long term availability are maintained, areas of concern are identified by the appropriate party and optimum / cost effective solutions are adopted.
* Follows up with Contractor's planning and progress on daily basis.
* Provides technical support to resolve pending / outstanding issues.
* Coordinates with the Core Team, Company, Contractor and other disciplines, as required.
* Adheres to Company HSE policy, procedures, regulations and objectives as they relate to area of responsibility. Ensures that work undertaken is performed in a safe and environmentally sound manner.
* Participates in various workshops and associated closeouts, e.g. Design Review, 3D Model Review, HSE Studies, Constructability Review, etc.
* Participates in vendor drawing reviews and assists in resolving technical issues raised during FAT/SAT testing.
* Ensures safe, economic and technically sound decisions related to area of responsibility.
* Assists in resolving field engineering queries during construction phase.
* Verifies of scope of work for any new modifications, new packages and review Contractor's proposals.
* Provides on-site engineering consultation, as applicable, during construction, pre-commissioning and commissioning stage; full involvement during performance test run for the plant.
* Reports on Engineering Contractor's work to line manager.
* Perform additional work activities as directed by line manager.

Job Specifications & Scope of Responsibility:
Process Specialist overseeing Engineering Contractor's works during FEED and Detailed Engineering stages.

Essential Skills / Qualifications:
Education, Experience, & Certifications:
* Degree Qualified Chemical Engineer with 15-20 years of experience in Major O&G Projects; 10 years of which in Conceptual Design, FEED and Detailed Engineering of Oil /Gas/ Petrochemicals Processing facilities.
* Strong knowledge of Scope Review, FEED endorsement; Equipment selection report, Design Calculations, International Codes & Standards.
* Hands on experience in software such as HYSYS, PIPENET, PIPEPHASE, FLARENET
* Must have a proven track record of accomplishment as a lead design engineer on large scale Oil and Gas projects and be capable of supervising and directing a team of engineers, designers and support personnel.
