The Role:
Job Title: Procurement Advisor
Job Title in Portuguese: Conselheiro dos Processos de Contratação
Department: Procurement Department
Location: Luanda
Reports to: Contracts & Procurement Manager
Mission: Advise on the procurement and contracting processes for project materials and equipment.

Main Activities and Responsibilities:

Monitoring contracts:
- Support the fulfillment of Company strategies;
- Ensure the overall quality of contracting strategies in order to achieve project objectives;
- Ensure compliance with the strategies for contracting, purchasing and acquisition of materials;
- Advise the purchasing team on the procedures to follow and the best practices to observe;
- Ensure compliance with legal provisions in the entire process of establishing, developing and finalizing contracts;
- Provide support in the termination of contracts or subcontracts established;
- Ensure that all Angolan Legislation required for the formulation of contracts within the scope of the Company’s work is obtained and made available;
- Ensure that information is up-to-date, rigorously organized and that the documents that form part of the contractual processes that are the responsibility of the Department are controlled.

Technical reports:
- Prepare reports on the situation and overall working of the Department and the prospects for development.

Improving processes:
- Participate in the evaluation of suppliers – develop and check the list of approved suppliers;
- Participate in the preparation/improvement of acquisition standards and procedures.

Main Interfaces:

INTERNAL: Colleagues within the department and in other departments
EXTERNAL: Suppliers and third parties

Working Conditions:
No physical effort or risk. Job is performed in a comfortable environment.

Essential Skills / Qualifications:
- Degree in Business Management or Law.
- Professional experience of 5 to 10 years.
- Fluent in Portuguese and English;
- Knowledge of computers from user’s perspective.
- Knowledge of sector;
- Good knowledge of Procurement and purchasing;
- Knowledge of Angolan labour law;
- Knowledge of contract preparation law.
