Must know:
• International practices, codes and standards, terms & conditions, and laws, rules and regulations of Republic of Kazakhstan related to procurement, transportation and importation requirements for customs clearance and materials/equipment certification.
• Both written & verbal English
• Microsoft Office Suite, with a particular focus on Microsoft Word, Excel, PowerPoint & Visio
Work experience:
• Candidates must have a minimum of 8 years experience, preferably within the oil & gas industry
Job Functions and employment duties:

• Responsible for own safety and safety of colleagues according to Health protection, Safety and Environment protection TCO policy. Actively support and promote an incident and injury free (IIF) work environment.
• Responsible for the coordination of project procurement activities including compliance with Chevron and TCO policies and procedures, bid evaluation procedures, and procurement administration procedures.
• Responsible for establishing and maintaining effective interfaces with key stakeholders of the project. This role requires establishing close working relationships within TCO, the project team, engineering contractor and vendors. Within the project team, responsible for establishing and maintaining effective interfaces with procurement, construction, and engineering, HES, RA, TCO SCM and TCO contractors.
• Demonstration of innovative supply chain solutions and process excellence across the entire supply chain.
• Principal focus is to ensure that TCO’s project and business interests are fully protected for all procurement activity during the execution of this project.
• Assist in the development of purchasing strategy and plans for all project material that will be procured.
• Review purchase order documents to ensure coverage of all pertinent issues that will ensure successful execution of the order and attainment of highest vendor performance rating.
• Ensure proper project controls are in place to effectively monitor vendor’s performance. The controls should forewarn of potential risks or problems.
• Ensure all materials are procured or obtained to support the project schedule requirements.
• Ensure all materials are checked against surplus stock prior to orders being placed.
• Work with vendors, suppliers, contractors and subcontractors to clarify any contractual issues and get materials and services consistent with the contract terms and intent.
• Participate in qualifying process to identify sub-contractors and vendors who are approved and can bid on project requirements.
• Participate in bid proposal review meetings with vendors to discuss all scope, necessary site regulations and expected documentation, etc.
• Review all proposals from vendors for completeness of work scope, review and make recommendations on commercial terms, etc. and submit to Engineering Manager for approval.
• Notify each successful vendor in a timely manner.
• Review and approve any equipment lists or work scope or other changes after signing the purchase orders.
• Ensure required purchase orders are in place in time to support the construction effort.
• Interface with the Project Management Team regarding any issues related to vendors’ performance, concerns or contractual conflicts.
• Monitor vendors’ and sub-contractors’ performance and ensure early resolution of issues by any vendor relating to the contract terms compliance and the execution of their work scope.
• Prepare purchase order revisions to incorporate approved changes.
• Review and approve vendor invoices prior to payment of such by the company.
• Participate in the performance review of all vendors and contractors at the conclusion of their work.
• Assist in evaluating the performance of the project procurement function.
• Develop recommendations to improve the procurement process.
• Ensure proper close out of all purchase orders.
• Responsible to ensure material traceability throughout chain of custody
• Assist with Customs Clearance if required
• Continuous tracking of order status and timely reporting of results
• Periodic reporting of activity as required by Management
