The Company:
Our client is a Multinational Chemical company which will construct, own and operate a world-scale integrated chemicals complex in Saudi Arabia. Once completed, the complex will represent the largest petrochemical facility ever built in a single phase. Our client will establish a world-scale manufacturing footprint that delivers a full range of value-added, performance products destined for the emerging markets of Asia Pacific, the Middle East, Eastern Europe and Africa.

The Role:
Manage procurement transactional activities, strategic contract development, and supplier development with a view to satisfy proponent needs efficiently and effectively.
Actively participate in developing, reviewing and updating strategies related to the respective area, to position the sourcing and contracting function at a level that enables the organization to successfully implement its strategy mission and vision.
Lead and motivate the Sourcing Specialist(s) within the category for value creation to support the company growth.
Execute and implement Procurement strategies, policies, guidelines, processes and systems to ensure business effectiveness optimization and continues improvement.
Lead the development and execution of procurement activities for goods and service and sourcing strategies for the respective category to ensure no interruption and continuity of supply for the plants run.
Conduct business review meetings with key stakeholders to the respective area to assess risk, review future strategies, and identify potential value creation and improvement opportunities.
Build knowledge capabilities within the category management team on key markets, suppliers and solutions to support strategy development purposes with industry best practice.
Establish appropriate control mechanisms in compliance with Audit requirements and support internal/external audits.
Participate in developing and maintaining standards, policies, processes and
procedure for suppliers’ relationship management.
Maintain strong working relationships with proponent and develop program to increase transparency and awareness to ensure responsiveness,
facilitation of proponent issues and complaints.
Develop and manage division annual objectives and Key Performance
Indicators (KPI) for subordinates and develop plan to meet these objectives.
Resolve critical procurement related issues between us and suppliers in respective area by applying high professional negotiation skills to ensure optimum resolution of issues.
Perform any job-related activities as requested by the immediate supervisor/manager.

Managerial Duties
Manage and oversee the day-to-day work performed by Division staff.
Conduct performance evaluation reviews for direct reports, identify and ensure they acquire the required managerial or functional skills and knowledge.
Provide input in setting the Department’s annual budget, in accordance with the Function’s strategic goals and objectives.
Ensure all tasks and activities are performed in accordance policies and procedures.
Assess the current skill set of employees and identify the need for development programs.
Motivate, coach, develop and support respective employees.

Essential Skills / Qualifications:
Essential: Bachelor degree in Business Administration, Engineering or any related field
Preferred: Professional Certification in Procurement/Supply Chain.
Strong experience and background in Petrochemical/Chemical company essential
