The Role:
Synopsis: The successful delegate will be responsible for assisting the Upstream PSCM Western Hemisphere (WH) Execution Manager in overseeing everyday P2P execution in the operator’s Eastern Hemisphere (EH) countries, and managing the activities as these EH countries as they transition into the new Upstream PSCM Procurement Services Operating Model. The delegate will support the WH Execution Manager in setting the vision and strategic direction of the EH organization, and enabling the attainment of business as usual performance targets, as transition into the new operating model proceeds.

Responsibilities:
• Assist the WH Execution Manager in leading the Eastern Hemisphere Procurement Services Organisation, effectively communicating and managing transition activities and day-to-day P2P operations.
• Provide business context, coaching and direction to region team leads, thereby enabling the team to meet its performance targets
• Continuously improve the transactional sourcing and tactical procurement support services to the operating functions, primarily through P2P operations and delegated sourcing support for GOO hosted categories.
• Ensure that P2P and sourcing activities are executed in accordance with the operator’s Policies and Practices, local laws and regulations, and follow defined governance and delegations of financial authority.
• Immediately develop and maintain working relationships with relevant team members and stakeholders, providing a key point of contact for regional team members in the EH.
• Identify P2P and tactical procurement issues arising in EH regions. Manage issue resolution, as agreed with deployed buyers and WH Execution Manager and other central staff.
• Act as an escalation point for the EH team members, and resolve issues appropriately.
• Assist in project managing the successful roll out of the Op Model transition, as well as key initiatives meant to improve P2P performance, which could include:
o Standardization of P2P and sourcing activities
o Catalogue and auction support locally

Essential Skills / Qualifications:
• College degree in Engineering, Procurement or other technical or business discipline
• 3-5 years experience
• Deep understanding of the intricacies of working in a National Oil Company (NOC) environment where PSA’s and other licenses govern production operations, and where local supply and staffing requirements exist.
• Experience in delivering successful projects in multi-cultural environments, where regional and country-specific issues present multiple challenges.
• Working knowledge of financial, sourcing, and P2P systems such as Ariba, SAP, ProCon, and other tools.
• Expertise in category strategies in Most of World (Eastern EU, Asia, and Africa) environments, and the associated challenges and resolutions associated with executing against them.
• PSCM experience – in category management or P2P – in a Most of World (MOW) country, where the company works under licensing agreement with the NOC.
• Excellent project management skill
