Main Duties & Responsibilities
-Manage the Procurement/Logistics Department of the Project
-Develop the Project Procurement Plan .
-Plan and Manage the Project's Procurement Program to ensure all material/equipment arrives on site as per the Project Schedule.
-Negotiate with both local and international suppliers to obtain optimum terms and conditions .
-Report to the PM and the client on progress updates relating to procurement/logistics/stores -Arrange all logistics for the project(local and international).
-Arrange with customs brokers to ensure no delays at customs.
-Arrange suitable storage areas for material/equipment
-Ensures all stores receiving, issuing and auditing procedures are fully complied with.
-Coordinating of FAT (Factory Inspection Tests) with Project Quality Manager and Equipment Supplier.
-Ensures that the procurement process is in adherence to company and client requirements.
-Provide procurement support for Bids, and when necessary, participate in bid reviews and evaluations.
-Evaluate vendor performance on continuous basis.
-Monitor and review market conditions and price & delivery trends for Project materials and equipment.
-Initiate and direct safety audits applicable to the Department.
-Degree in Engineering or commercial discipline.
-Minimum 10 years post qualification experience.
-Minimum 5 years experience as Procurement Manager in EPC Company
-Possess expert knowledge of procuring technical equipment/materials for the EPC industry.
-Previous experience with International Contractor.
-Experienced in setting up of a Functional Procurement Team/Department, establishing work-flows, operating procedures, and establishing job descriptions for the team members.
- Handle and manage Project RFQ's, commercial evaluations, PO award and PO administration to final delivery and PO close out.
-Membership of professional procurement institute eg Uk Institute of Purchasing and Supply(preferable not essential) -Effective negotiation and coaching skills.
-Demonstrate strong interpersonal, communication and presentation skills.
-Overseas experience essential.
-Must be computer literate as appropriate to the role.(MS Office suite including MS Project).
-Mature, proactive, resourceful, hands-on with good initiatives and ability to leverage organizational resources.
-Language requirements-fluent English/Russian.
- Work cycle - 6/2 weeks (42-day working/14 day off cycle)-expatriate.
- Work cycle-28day/28 day (Kazak national).
- Site Based-Tengiz-Flights, accommodation, food and local transport provided free by Company.
