The Company:
Our client seeks Procurement Quality and Inspections Specialist to join their team in Houston, Texas.

The Role:
The Procurement Quality and Inspections Specialist will be responsible for interfacing with the project engineering team as well as the EPC contractor’s procurement team to ensure the oversight and coordination of timely quality inspections, witness and factory acceptance testing in accordance with the requirements of the EPC contract. The Procurement Quality and Inspections Specialist will oversee a third party contractor that will send engineering specialists to represent client on each inspection milestone. This position will be responsible for coordinating each inspection and collaborating with project engineers to ensure the receipt and review of necessary reports and records and resolving any identified quality or production issues.

This position will initially be located in Houston and may transition to the site in Hackberry, Louisiana depending on status of Procurement activities. Transportation Worker Identification Credentials (TWIC) will be required.

Technical reviews and compliance management:
- After each event, coordinate with 3rd party quality inspector to receive key deliverables from the inspection or witness event
- Coordinate with project engineers to review and comment on the deliverables
- Work with EPC contractor to resolve any issues, exceptions and areas of non-compliance
- Ensures hold points in the EPC Agreement and procurement agreements are tracked and coordinates to ensure contractual requirements are met
- Provide reports to Management on status of key milestones

Planning and Administration:
- Engage with project engineering staff to develop and implement a contractor quality and inspections oversight execution plan
- Review key technical specification and work with the specification author to understand critical requirements for each piece of equipment
- Work with client Project Procurement to on-board a 3rd party quality and inspections contractor
- Work with 3rd party quality and inspections contractor to define key deliverables and reportable items for each inspection event

Coordination, Expediting and Scheduling:
- Review scheduled milestone and hold points and develop a master list of key inspection and witness events
- Coordinate with project engineering to prioritize which key milestones require participation
- Regularly meet with EPC Contractor’s key personnel to monitor progress and scheduling of manufacturing activities
- Ensure representation at each critical event

Other Duties:
- Provide training to Project Procurement staff
- Participate in qualification of owner direct contractors
- Develop and comment on weekly reports

Essential Skills / Qualifications:
- Requires a Bachelor’s degree, preferably in Process or Mechanical Engineering, Quality or Manufacturing, or relevant combination of a degree and experience.

- Minimum of 5 years professional experience in process or mechanical engineering or Procurement/Supply Chain quality management.
- Experience leading Factory Acceptance Testing, Witness Testing and other quality management activities is highly desirable.
- Experience working with and executing detailed technical specifications in multiple engineering disciplines
- Experience managing contractors in accordance with pre-negotiated agreements

- Computer skills should include proficiency in MS Office including: Computer skills should include proficiency in MS Office including: Word, Excel, VISIO, Access and Power Point.
- Must have advanced knowledge of industry procurement and quality principals
