The Role:
Our Client is currently seeking an Angolan national for the position of Procurement Senior Buyer - to assist the Contracts Coordinator in the management of the whole procurement and contracting process for materials, equipment and routine services. He/she will ensure that routine procurement is consistent with Company policies and contractual procedures.

Responsibilities will include the below.

Assist in management:
- Ensure compliance with the specific requirements of the Technical Support Units;
- Ensure compliance with the strategies for contracting and acquisition of materials;
- Ensure conformity with technical requirements, costs and schedules;
- Ensure effective interaction with suppliers/contractors to guarantee the efficient execution of the contract;
- Ensure compliance of the project’s procurement activities with the Company’s control system;
- Implement the Procurement Plan, in coordination with the technical units.

Purchasing Operations:
- Plan, direct and coordinate routine procurement activities;
- Carry out procurement activities in accordance with “local content requirements”;
- Monitor market conditions and trends;
- Assist in the development of a list of local suppliers, prepare bid packages in consultation with the technical units, coordinate all questions/clarifications during the bidding stage, and organize the evaluation and clarification of the proposal;
- Make purchases, according to the methods of payment established, in order to avoid shortages.

Market research:
- Consult suppliers and vendors to obtain bids with a breakdown of quantities and qualities of available products;
- Organize the suppliers and vendors files in order to provide up-to-date information whenever acquisition or replacement of stock is required;
- Track deliveries of goods, checking the conditions agreed.

Technical reports:
- Prepare regular activity reports.

Essential Skills / Qualifications:
- At least 5 years Professional experience.
- Fluent in Portuguese and English;
- Good knowledge of Procurement and purchasing;
- Knowledge of Angolan labor law;
- Knowledge of contract preparation law.

Desirable Skills / Qualifications:
- Degree in Logistics Management.
