The Role:
B. Purpose

Procurement Team Leader (spare parts) who is key position in the Accounting & Administration Division has responsibility to assist the Deputy Section Manager for all procurement duties especially procurement of spare parts and paperwork relating to budget, cost control.

C. Responsibilities

- Supervise and ensure that proper procurement activities undertaken meet Vietnamese regulations, NSRP procedures and policies.
- Supervise and ensure proper selection of bidders, timely issuance of bid document, through evaluation and recommendation to appropriate approval.
- Supervise and ensuring the coordination with user department, legal official for preparing, reviewing of Invitation to Bid, tender document, contract term and condition, scope of work, technical specification and finalizing the contract as requested by Deputy Section Manager.
- Supervise and ensure all contractual documents are submitted by the contractor in accordance with the contract.
- Supervise the expediting work for ensuring timely delivery of materials and equipment, and timely completion of services.
- Supervise and ensure the availability of services, materials and equipment that meet the schedule, budget, specification, and quality as required by users.
- Responsible to control and monitor budget expenditure including verifying and checking of invoices and claims from suppliers, vendors and subcontractors to ensure that all budget expenditures are captured and properly recorded; provide planning and cost controlling support for all procurement; attend budget meetings and discussions with the Accounting/Finance and external clients
- Undertake any other ad-hoc duties as required.

- To ensure timely and accurate procurement activities
- To supervise and monitor the performance of contractors
- To supervise and ensure the integrity of purchasing and contracting function and company image is maintained.
- To perform and manage budget scheduling and monitoring
- To perform cost control works
- To achieve the personal KPI through department KPI
- To select for new, competitive and alternative sources of supply for materials, equipment and services.

E. Latitude for Actions or Decisions

- Proceed Procurement activities, cost/budget control in time

F. Supervisory Responsibility

Direct Supervises: Procurement Deputy Section Manager

Essential Skills / Qualifications:
Only candidates who already obtained the permission to work in Vietnam would be considered.
A. Requirement

Education Level: Minimum qualification required:
- University Degree level
- Degree in Engineering and/or Business Administration or Economics disciplines

Work Experience: Minimum years and type of experience required:
- About 10 years working experience in purchasing/bidding
- Experience in budget estimating and cost controlling preferably in Oil and Gas industry
- Experience working in Oil and Gas industry, utility, oil/gas engineering sector, contractor or client side is prefer
- Familiar with MS Office software
- Experience in Cost negotiation
