The Role:
Position Purpose:
This position is needed to ensure plantation and the plants, including its employees and contractors, comply with Company corporate environmental, health and safety (CEHS) policy as well as local regulations. In addition, this position provides the guidance/technical support on sustainability programs, such as RSPO, ISPO and ISCC, and ensures they are implemented successfully. This position is also required to champion system management like ISO 9001 and ISO 14000.

Principle Accountabilities:

1. Develop Location EHS and Sustainability Strategy:
• Assesses location EHS and Sustainability (“EHSS”) risks and opportunities (including current and short-term future regulatory requirements).
• Leads the execution and administration of Corporate and Business Unit EHSS strategy and tactics to manage risk and generate value across the location
• Asssure that tactics can achieve compliance with legal requirements
• Leads efforts to achieve internal approval and support of the EHSS strategy at a location leadership level
• Leads location efforts to ensure deep understanding and achieve support of the approved EHSS strategy, or relevant parts of the approved EHSS strategy, from internal and external partners and stakeholders.
• List of core programs:
i. 3-year EHS Plan annually
ii. Company Global EHS Program
iii. CTP Fleet Safety Program
iv. CTP program assurance procedure and policy.
v. ISO 9001
vi. ISO 14001
vii. RSPO
viii. ISCC
ix. Local Government Environmental Assessment – PROPER
xi. Any other sustainability program BU chooses to be certified against as they come along.
2. Implement EHS and Sustainability Programs:
• Leads development of location programs and processes to execute corporate, Business Unit and location EHSS strategy in a manner appropriate to the technology, scope and maturity of the location.
• Leads execution of enterprise and BU EHSS programs and processes
• Benchmarks internally and externally to identify best practices of others that can be applied effectively across the location
• Collaborates with site management team and location OU Managers to insert elements of EHSS strategy into processes, programs, and work of others, as appropriate to enable EHSS strategy and support their goals, via
i. Defining risks and manages loss control.
ii. Carrying out EHS comprehensive analysis.
iii. Ensuring that program assurance management systems are established implemented and maintained in accordance with the CEHS/External Certification Requirements and local laws and regulations.
iv. Ensuring entire management team understands program assurance management systems aspects of every type of operation.
v. Monitoring all contractor activity in relation to accidents and incidents of non-compliance.
vi. Ensuring the implementation of governmental EHS programs.
vii. Reviewing and updating program assurance documents related to ensure they are up-to-date with CEHS policy and procedures, External Certification Requirements and local laws and regulations.
viii. Ensure safety committee meeting and ERT established, and to facilitate coordination between them.
• Assure compliance with all government laws, regulations and license requirements and measure compliance with government and corporate standard.
• Assist in developing and executing training for these programs.
• Under GPAM leadership, review training and development needs for each of the programs for the location:
o Orientation/induction training, monthly training and initial program rollouts as required by CEHS
o Annual training program for refresher, compliance
o Other training as per CEHS or government requirements
o Training program deployment schedule
• Plan, develop and carry out safety, ERP and first aid trainings, inspections and audits, prior to GM approval.
3. Maintains and continuously improves EHS and Sustainability Results:
• Under guidance of GPAM, provides leadership to audit, inspection and risk assessment processes for the location
i. Global EHS Audit to be conducted once per year (all operating locations, all mills, all estates).
ii. CTP Fleet Safety audit to be conducted twice a year per location.
iii. Coordinate annual program assurances audit with external auditors
iv. Conduct program assurance internal audit according to the plan
• Adopts auditing standards and expands as appropriate for the location. Reviews and analyzes audit results to confirm that the corporate, business and government standards on environment, Health and Safety are met.
• Identifies trends, isolates root causes and leads process to ensure that appropriate follow-up actions are being implemented.
• Directly reports EHSS performance results and advises on corresponding action location leadership team. Ensures location measures and data are accurate and entered according to corporate and BU standards.
• Monitors and anticipates change in the external environment, including regulations, science, and stakeholder positioning. Assesses applicability to the location.
4. Communications, Records and Reporting role:
• To communicate goals of safety and ERP to entire management team and provide assistance in developing strategy and method to achieve the goals.
• Reporting to top management on the performance of the program assurance management systems for review, including recommendations for improvement.
• Ensure program assurance performance report prepared and submitted on time and complied with corporate standard as required.
• Prepare, organize and keep program assurance management systems documentation for audit purpose.
• Prepare and submit monthly Program Assurance report to site management team.
• Write program assurance pamphlet and/or newsletter.
• Submit quarterly resource efficiency report for the BU to corporate
• Submit EHS performance report to related government offices as required.
• Prepare and submit AMDAL report to related government office as required.
5. People, Resource and Budget Management
• Supports BU EHS talent strategy to ensure that the EHSS talent is in place to address immediate and short-term needs for the location
• May assist in the development of a plan to address gaps in talent needs and preparing the location for the future.
• Provides development opportunities for current employees that match the development goals of the employee as well as match to the short-term needs of the location.
• Participates in the recruitment and selection process. Approaches the hiring/promotion process with a short-term view, considering current and future needs of the location.
• Prepares and manages the location EHSS budget
• Provides tactical functional leadership and coaching to his/her team
• Accountable for performance management, talent development, succession planning and engagement for direct reports
6. Shape internal EHS and Sustainability culture
• Builds effective working relationships with OU managers across the location in order to obtain/sustain a strong EHSS culture.
• Leads development of internal communications strategy for key audiences that builds and maintains awareness of Health and Safety values, strategies, and performance; shares best practices and key learnings; develops talent; and recognizes high performance across the location.
• Supports OU managers to promote proactive workplace EHSS practices. Provides in-depth technical, regulatory, behavioral and strategic understanding and consultation that locations requires to build a strong EHSS culture.
• Develops, directs and oversees implementation of recognition programs
7. Manage EHS and Sustainability Brand of the location
• Under the GM and GPAM leadership, to be the location representative in EHS matters as needed both internally and externally.
i. Involved in RSPO, ISCC, ISO, ISPO and other related sustainability activities as needed.
ii. Involved in government compliance activities as needed.
iii. The location EHS contact person
iv. Is the “keeper” of the standards and program compliance requirements expertise to be made available, familiar and in place throughout the location.
