The Company:
Our Client is an International Company involved in the supply of Energy globally. Their Operations cover Exploration, Production and Downstream and at present they have projects in over 25 Countries worldwide.
In Australia they are involved in one of the Country's largest LNG Projects, including both Gas and Condensate which is currently in FEED (Front End Engineering Design) Stage.

The Role:
The position is primarily responsible for the successful delivery of a specified IT programme of work (the Programme) consisting of projects and activities (collectively initiatives). The role requires the effective co-ordination of the initiatives and their inter-dependencies, and any risks and other issues that may arise.

Key responsibilities of this position include:

• The Programme Manager is responsible for the overall integrity and coherence of the Programme, and develops and maintains the Programme environment to support each individual project within it - typically through the Programme Management Office (PMO).
• Managing the Programme's budget on behalf of the PMO and the development practices, monitoring the expenditures and costs against delivered and realised benefits as the Programme progresses.
• Ensuring that the delivery of new products or services from the projects is within budget, in accordance with the Programme plan and Programme governance arrangements.
• Assist in the development of commercially sound business cases for IT Projects.
• Manage the Programme and Programme procurement in a cost effective manner ensuring that strategic and operational objectives are considered.
• Ensure projects meet planned budget through close monitoring of project status reports.
• Ensure that the Programme strategy is translated into a coherent plan with clearly documented outcomes.
• Ensure the Programme is aligned with the IT Strategy and IM&T Multi-Year Plan.
• Managing risks to the Programme's successful outcome.
• Analyse the potential risks to the organisation as well as identify risks that may impact the ability to achieve a successful Programme completion.
• Ensure projects within the programme are only initiated if they align to the strategic objectives set forth by the organization and by the Programme strategy.
• Define the Programme's governance arrangements.
• Effectively engage stakeholder groups for the Programme.
• Professionally represent the organization in workshop, meeting and other Company forums.
• Establish and maintain effective professional business networks.
• Proactively escalate Programme and project delivery issues (budget, resource, timeline etc.) to the IT Programme Principal and the Group Manager, IM&T.
• Manage third party contributions to the programme.
• Manage the communications with all stakeholders.
• Initiate extra activities and other management interventions wherever gaps in the Programme are identified or issues arise.
• Report progress of the programme at regular intervals to the PMO, Group Manager IM&T, and the Programme stakeholders.

• Prepare and maintain an up-to-date Programme Plan including schedule, budget, and resources, and an annual work plan & budget and meet stated targets.
• Establish strong business relationships with business stakeholders.
• Engage with all IM&T Principals and Project Managers to ensure resourcing, architecture, and technical delivery is successful.

Essential Skills / Qualifications:
• Degree in IM&T or related field, or relevant experience.
• Effective leadership, interpersonal and communication skills engaging with senior management in the oil and gas business.
• Excellent understanding of project management methodology.
• Understanding of the metrics required to demonstrate Programme and project delivery performance.
• Experience working with various levels of management.
• Good knowledge of budgeting and resource allocation procedures.
• Know to drive a safety and teamwork culture.
• Excellent presentation and communication skills for effective persuasion and stakeholder/staff engagement.
• Experience developing commercial contracts for IT services and Vendor management.
• The ability to command respect and to create a sense of community amongst the often disparate members of the project teams.
• Good knowledge of techniques for planning, monitoring and controlling Programme.
• Good knowledge of project management approaches, such as PRINCE2.
