The Role:

Strategy & Planning
• Implement regional cost estimating and cost control processes to provide accurate assessments.
• Assess cost estimates/CTRs to ensure they reflect PEPs/Contract strategies and benchmarks.
• Provide assurance that budgetary systems meet appropriate delegations of authority, FM and AFE processes.
People Management
• Assess competency of Contractors cost personnel
• Support P&M recruitment of cost analysts
• Setting Standards, Policies, Processes
• Ensure that costs are estimated using appropriate benchmarks documented methods and WBS formats
• Ensure that estimates meet commercial expectations e.g. UAP, escalation, forex, taxes and insurance
Performance Management
• Assist the P&M Services Manager on cost management organisation capability and competence needs
• Facilitate efficient and accurate updates of project portfolio estimates and expenditure forecasts and profiles
• Ensure that authorised funds are available before commitments are made.
• Monitor/analyse cost trends risks and changes and provide mitigation advice
• Assist PMs to prepare/review cost estimates
• Provide revised cost forecasts relevant to the technical development of CVP stages
• Facilitate interfaces with functional staff, to ensure that all inputs for costs are included in estimates.
• Work with PMs to ensure that project expenditure phasing is aligned to VOWD

• Support P&M and financial teams on portfolio cost estimating and expenditure phasing
Safety & Operational Risk
• Assist with ensuring that estimates carry appropriate risk considerations.
Execution
• Monitor and advise that cost forecasts are maintained in accordance expected outcomes
• Ensure that contractor updates of VOWD and final cost forecasts accurately reflect project progress.
• Participate in project and portfolio cost/planning performance reviews
• Provide specialist cost engineering expertise to P&M management
• Monitor and report on P&M cost based KPIs and metrics

Essential Skills / Qualifications:
• An engineering or economic degree
• At least 3 years of industry experience • Previous experience working in Project Services/Project Controls environment or Cost /Accounting/ Finance essential• Detailed knowledge of
projects processes •Ability to think systemically and deliver systemic improvements •Previous experience working in situations requiring self-motivation, ability to set goals and objectives, work unsupervised and meet deadlines
Excellent computer skills in Microsoft Excel software as well as working knowledge of Maximo, SAP and Backbone systems
