The Role:
The Project Controls Lead reports directly to the Site Business Services Lead. The Project Controls Lead's role is to ensure that the project obtains the quality needed to achieve project goals related to estimating, financial stewardship and project management controls. The Project Controls Lead develops plans and manages activities to ensure the project is executed in accordance with Project Management System expectations. The estimating, financial stewardship and project controls disciplines report through the Controls Lead.

The responsibilities of the Project Controls Lead include facilitating the use of project methodology within the Project and for preparation of estimates, cost forecasts, and implementation of project controls systems to track progress and monitor trends. The position leads the reporting and stewardship activities to internal and external stakeholders.
• Line responsible for developing and executing project estimating and controls plans in compliance with project methodology
• Steward the Contractor's project control organization with respect to project guidelines and contract requirements; project cost and schedule deliverables and relative timing; change control; estimating
• Advise the Contractor's organization with respect to project controls tools and reports; cost, schedule, estimating, and change control
• Develop and document Control Estimates, Schedules and Budgets (annual and multi-year), and ensuring that these products reflect the approved project design/execution scope
• Analyze cost and schedule trends, develop and review cost and schedule forecasts
• Contract requirements for cost and schedule control and reporting Manage and provide direction to Controls staff to participate in developing project deliverables, to allow effective functional verification of project estimates & controls, and to share best practices and lessons learned
• Monthly Financial & Cost stewardship reporting
• Interface with Engineering, Execution, Construction, Controllers and other Business Services related functions such as Procurement, Planning and Document Control
• Mentor and coach Controls staff on the Project

Essential Skills / Qualifications:
• BS/MS in Engineering preferred, or 10+ years of experience in the oil and gas industry
• 5+ years of project controls experience with a relatively uniform mix of cost and schedule control achievements
• Thorough and extensive knowledge of:
 Project controls principles, theories, and concepts
 Client's practices, processes, and expectations with respect to project controls
