The Company:
Our client, a major owner/operating company, requires expertise for their LNG mega-project in Western Canada.

This position is open to Canadian Citizens and Permanent Residents only.

A 6‐on 1‐off shift schedule with additional scheduled long weekends is expected although some flexibility to accommodate personal needs will be provided.

The Role:
The Field Project Controls Lead directs and supervises the work of the Field Project Controls team at the pipeline construction.

Serve as the central point of contact for all pipeline construction planning/scheduling and cost engineering needs in the field, coordinating the flow of information between the owner’s construction management team, the home office project controls team, and contractors.
Assist with the development of project controls processes and procedures, WBS, CBS, codes of account, and progress measurement methodologies
Support the field implementation of systems and tools including Primavera P6, Tilos 8,Kildrummy, SAP, Ariba and others.
Manage the day‐to‐day work of field planners and cost analysts, identify training and staffing requirements and take overall responsibility for the quality and timely submission of project controls deliverables.
Establish close relationships with the owner’s construction management team and multiple contractors and represent the project controls function at progress meetings in the field and at the home office as required.
Work with construction contractors to ensure that cost, schedule, invoicing and reporting processes and procedures meet owner’s requirements.
Develop, implement and sustain a comprehensive field change management procedure
Approve budgets for all scopes of work in accordance with the project WBS and contracting plan by referencing the owner’s Class 3 estimate, contractor bids and estimates, and contract terms and conditions.
Approve contractors’ daily progress reports and monthly invoices, ensuring accurate manhour, material, and equipment invoicing, including the use of correct contractual rates and codes of account.
Supervise the development of detailed cash flow profiles, cost forecasts, and contingency rundown curves in a format and structure specified by the home office project controls team.
Proactively advise the construction management team on issues concerning schedule delays, budget changes, contract changes, cost over‐runs, and overall cost forecasting.
Supervise the collection of input to various owner’s team reports including accruals, value of work done, actual costs vs planned costs, cost forecasts, schedule variances, and physical progress.
Support and participate in home office project controls activities including assurance reviews, cost and schedule risk analyses, budget supplement requests, and what‐if scenario development.
Candidate is expected to have proficiency in the implementation and use of scheduling and cost engineering systems and software including Primavera P6 release 8 and MS Excel 2010.
Experience with Tilos 7 or 8, SAP, Ariba, and Kildrummy is an asset. Exposure to lump sum, unit rate and cost reimbursable (time and material) construction contracts is required, as is experience supervising and mentoring a small project controls team.

Essential Skills / Qualifications:
Four year degree in Engineering, Construction Management, or Project Management
At least 8 years of combined experience in planning/scheduling and cost engineering on oil and
gas projects.
Experience managing project controls staff in the field.
15+ years of experience in planning/scheduling and cost engineering on large (>$500M) oil and
gas projects may be substituted for the above education requirement.
AACE International certification as a Certified Cost Engineer/Consultant is preferred but not necessary.

TOP
