The Role:
Development of estimates and studies within a project stage and for sanction.
• Address issues pertaining to project cost control procedures.
• Coordinate development and implementation of project work breakdown structure (WBS) / cost breakdown structure (CBS).
• Participate in the development of project execution plans.
• Participate in the development of estimates and studies within a project stage and for sanction.
• Collect and compile progress and cost data, and develop cost-control worksheets and reports for review by delivery teams.
• Review and audit contractor cost control procedures and practices.
• Perform quality assurance on contractor cost-management performance.
• Coordinate or develop appropriate internal and external benchmarking and technical limits.
• Link risk process to change process and estimate(s).
• Coordinate and develop project annual-spend projections, cost reconciliations and variance analyses.
• Prepare project authorization for expenditure (AFE) in concert with Project Lead and monitor AFE approval process.
• Provide interface to other functions and teams to improve processes, resolve conflicting priorities and ensure adherence to best project practices.
• Work with Financial Control and Accounting function(s) to ensure implemented processes conform to internal control evaluation requirements.
• Develop and issue various reports to appropriate stakeholders.
• Develop project close-out plan.
• Work with business unit or project controller and accounting function to ensure adequate financial controls.

Essential Skills / Qualifications:
Minimum of 10-15 years project controls experience in the oil and gas industry.
• Good understanding of Project Control Systems and Techniques, Engineering Processe
• Demonstrated good leadership skills and ability to effectively manage resources (personnel, job tools and equipment, funds, etc.).
• Demonstrated good skills in problem solving, conflict resolution, team building, and motivation.
• Good understanding of economic factors which affect project costs, margins and profit
• Good skills in problem solving, conflict resolution, team building, and motivation.
• Good organization and project planning skills. Ability to handle many diverse tasks simultaneously and be able to work effectively with interruptions.
• Bachelor's degree in Accounting, Engineering, Management, Business Administration or similar is preferred. A good understanding of the technical knowledge of engineerin work involved would be preferred.
