The Company:
Our client, an international major oil and gas operator, seeks a Project Controls Advisor to join their team.

The Role:
• The Project Controls Advisor (PCA) will be a critical member of the Houston based Facilities Engineering project team for Angola, reporting to the Business Manager.
• The PCA participates on a team that supports a portfolio of projects in various stages of development and is responsible for the coordination of the project cost and schedule control activities, ensuring compliance with COMPANY policies and procedures.
• The position is responsible for establishing and maintaining interfaces with key stakeholders of the projects, the development and maintenance of controls systems to support contracting strategies, and contract administration, and the provision of accurate and timely reports.

Some of the key roles and responsibilities of the Project Control Advisor include:
• Works collaboratively with the multi-functional teams (facilities, operations, drilling, program management and business) to prepare budgets and plans.
• Provides support for preparation of Business Plans, Appropriation Requests etc.;
• Responsible for multiple mid-size projects ($10-$200MM) that are in various phases of the process;
• Continuously monitors business performance and gives advice on status and corrective actions.
• Maintains control systems utilizing appropriate cost and scheduling software applications for the project and key contracts.
• Develops reporting methods and generate reports on a regular basis;
• Interacts frequently with the Project Team Leads on tracking performance against budget and schedule.
• Develops and maintains staffing and manpower plans, Project budgets, contract plans, etc.;
• Supervises cost analyst(s) and planner/scheduler(s) if necessary.
• Coordinates project Estimates, Cost and Scheduling/Planning activities.
• Interfaces with suppliers/contractors and project team to maintain information for overall schedule coordination;
• Provides early indication of project trends and controls changes to budget and schedule.
• Prepares project cash flow and budget forecasts, and routine cost/schedule reports.
• Interfaces with Finance group and third parties for monthly accruals.
• Develops interface with cost control systems and COMPANY financial systems;
• Responsible for project estimating, cost engineering, planning and scheduling.
• Designs and implements project control systems for projects and project portfolio;
• Interfaces closely with the Finance Group in the Business Unit to leverage enterprise accounting systems to provide project related input into budgets and reports;
• Provides mentoring to other project personnel;
• Maintains a network of contacts with other COMPANY BU’s to leverage the most updated project controls tools and processes and share lessons learned and best practices.

Essential Skills / Qualifications:
• Bachelor's degree required in Engineering, Construction Management, Finance, or Business related.
• A four year degree with at least 7 years of experience OR 15+ years of experience in project controls for upstream and/or downstream oil and gas projects.

Desirable Skills / Qualifications:
AACEI or PMI certification is preferred, but not a requirement.
