The Company:
A major oil and gas operator is looking for a Project Controls Advisor to work on a World Scale Project.

The Role:
The Project Controls Advisor is responsible for the coordination of the project cost and schedule control activities, including compliance with policies and procedures, development and maintenance of controls systems to support contracting strategies, and contract administration. The position is responsible for establishing and maintaining interfaces with key stakeholders of the projects, and provides accurate and timely reports. Provides supervision for the production of cost reports detailing budgets, approved changes, commitments, and forecasts from available information and historical trend analysis. The Project Controls Advisor is a critical member of the Pre-FEED/FEED project team reporting to the Project Controls Lead. The Project Controls Advisor will have the following responsibilities and experience to: • Lead, implement, and maintaining project controls best practices• Develop, review, consolidate and refine costs forecasts and project schedules; • Ensure contractors have implemented effective schedule and financial controls; • Utilize schedule programs for the tracking and control of project schedule;• Utilize cost programs for the tracking and control of budgets, commitments, accruals, expenditures and contingency drawdown; • Validate scope trends and estimated costs by utilizing the terms of the contract; • Validates contractor invoices and calculates earned value; • Identify project cost and schedule exposures and overrun risks in a timely manner to allow informed mitigation decisions and actions; • Works with Project Controls team members to develop and maintain a cost engineering change management program; • Implements and manages project controls processes, systems, and procedures;• Works with other project team members to identify and resolve Project Cost & Schedule issues; • 15+ years

Essential Skills / Qualifications:
• Upstream international experience on major projects required• Owners team experience required, and onshore Middle Eastern experience preferred• Houston based only at this time.

Desirable Skills / Qualifications:
Knowledge and experience of Middle Eastern projects is strongly desired. • The Project Controls Advisor position reports to the Project Controls Lead.
BS preferred or equivalent experience BSc (UK)

Familiar with Capital project systems: Earned Value, Primavera P6, SAP, Work Breakdown Structures, & CPDEP. Advanced skill levels in Primavera P6 and MS Excel desirable.
