The Company:
A natural gas and oil company engaged in the exploration, exploitation, development and production of onshore natural gas and oil.

The Role:
Primary Objective:
To organize, develop and maintain the midstream project budget and schedule tracking, monitoring and analysis capability and provide guidance, assistance, input, consultation and communication of information to management, project engineers and construction manager in their efforts and responsibilities.

Job Functions:
Facilitates data collection for preparation of project Work Breakdown Structures, budgets, and schedules.
Implements project budget control systems to monitor project actual incurred cost against target budget. Develops cash forecasts, and monitors and controls variations, enabling appropriate action to be taken in a timely manner.
Assists in development and monitoring of annual capital budgets for midstream pipeline/facilities. Tracks and reports accruals to Project Engineers weekly and Accounting monthly.
Prepares extensive detailed PowerPoint, Word and Excel reports and charts reporting status of project and department budgets and attainment of other goals and manages monthly project reports presented to the Management Team in the Monthly Performance Meeting.
Creates Gantt Chart Schedules with MS Project. Can conduct scheduling sessions to derive consensus timeline.
Implement an Earned Value tracking system for project control tracking. Perform Monte Carlo analyses.
Assist the Project Engineers to track Management of Change approvals, project progress, and costs and in preparation of estimates, AFEs, collection of data in dispute resolution and handling of other project related documentation as requested.
Identify AFE booked costs not authorized by PM for retention or rejection.
Help track and document completion of PHA action items.
Assists the Project Engineer in monitoring and controlling contractor and vendor charges; assists in the evaluation of contractor bids and proposals for assigned projects; recommends contractor agreements for management approval. For time and materials work, supervises the contractor and vendor resources for optimal performance.
Assists Project Engineer with cost estimates and project planning for pipeline and station construction projects.
Collects and maintains current cost data on vendor services, material, equipment, and construction.
Consolidates data and prepares weekly and monthly activity reports, other written reports, schedules, and cost estimates as requested by the Project Engineer or Director of Engineering and Construction.
Plots, prints, and posts updated schedules on office walls.
Attend staff meetings and training as requested.
Performs other job-related duties and projects as may be assigned.

Essential Skills / Qualifications:
Education and Experience:
College Degree. - Prefer background in Engineering or Accounting.
Experience with MS Projects preferred.
One to 5 years experience.


Knowledge:
Detailed project budget and schedule controls experience.
Understanding of natural gas pipeline and capital construction projects.


Physical Demands & Travel:
Requires occasional travel to field locations, meetings and training seminars.
May require availability for extended hours during peak periods.
