The Role:
A new opportunity has arisen for a Project Controls Coordinator on a contract basis in Perth.

The role will be part of the Upstream Project Team and will be a part of the business services management team responsible for the overall management and guidance, assurance and governance of key contractors in the execution of specialist services.
The Project Controls Coordinator will have responsibility for all aspects of the Upstream cost and schedule data to enable and facilitate effective management action and decision making.

Role responsibilities includes:
Support Upstream Business Manager in formulation of project control objectives and strategies that are aligned with the requirements of internal and external stakeholders. Then cascade and embed these objectives and strategies across the Upstream Project Controls team.
This will be achieved by:-
• Facilitating communication and interfaces with internal groups (management, Contract, Procurement, Finance, Engineering, Central and Downstream Asset teams etc) and external stakeholders (JVPs, contractors, vendors, various government agencies, affiliates etc).
• Developing and maintaining the Project Controls Plan and specific work instructions to guide the controls team.
• Support preparation of annual Work Program and Budget (WP&B) and interface with Central Asset team and Finance regarding updates to AFEs/budgets.
• Perform quality assurance at the project level by monitoring and appraising the performance of Contractors in the areas of cost control, progress measurement and schedule control
• Participate in project cost and schedule risk analysis exercises.
• Coordinate overall Upstream Management of Change process.
• Coordinate overall Upstream Project reporting deliverables.
• Participate in scheduled project control meetings with project engineers and budget owners to ensure cost forecast are accurate and representative; discuss and flag areas of concern/conflict.

Coordinate overall project controls deliverables through application of systems and processes for estimate development, cost control, progress measurement, schedule development/control and management of change by;
• Provide overall project cost, schedule, progress measurement, and change management leadership and expertise.
• Provide Owner team and EPCm/EPC functional guidance on methodologies and processes for cost forecasting, estimating studies, benchmarking studies for cost measurement and monitoring requirements including Cost Risk Management activities.
• Developing and maintain processes to ensure accuracy of data is inputted into Upstream cost systems by reviewing, validating and endorsing cost information from contractors.
• Have oversight of contractors progress measurement, cost forecasting and compensation criteria to ensure compliance with project requirements for the Upstream cost reporting.
• Monitor EPCm and EPC Contractor cost information in development VoWD and final forecast cost.
• Interpret cost and schedule data together with other information necessary to facilitate accurate reporting and analysis to the Upstream Management Team.
• Prepare, review, and validate weekly and monthly progress reporting activities and coordinate output from Upstream Team.
• Provide management, leadership guidance to the Cost Engineering team, supplemented with training and mentoring where required.
• Participate in scheduled project control meetings with project engineers and budget owners to ensure cost and schedule forecasts are accurate and representative. Be prepared to discuss and flag areas of concern/conflict.
• Provide management, leadership guidance to the Cost Engineering team, supplemented with training and mentoring where required.
• Undertake cost reviews and other Project Control exercises in support of the project team as required.

Undertake Owners’ Assurance Responsibilities
• Facilitate Owners Self Assurance Activities across Upstream functional support teams.
• Accountable to the Business Manager on matters concerning cost engineering (including VoWD), cost risk analysis, trending, reporting and potential risk mitigation primarily for Engineering, Procurement & Construction Management (EPCm) and EPC activities, including Sub-Contracts
• Maintain interfaces with EPCm/EPC and other Cost Engineers and EPCm/EPC Management as required.
• Deploy uniform cost engineering standards for the Upstream Asset Team
• Work with the Central Function to implement uniform cost engineering standards for the Upstream Asset Team.
• Undertake cost reviews and other Project Control exercises in support of the project team as required.
• Assist in the Upstream Facilities “Management of Change” processes as they relate to trending and other cost activities in line with local and centralized change management procedures. Work wih EPCm/EPC to ensure contract changes/variations gets assessed for all MoCs
• Participate in project cost and schedule risk analysis exercises.

Essential Skills / Qualifications:
This position requires an experienced Project Controls Professional who is conversant with project design and execution requirements for large scale gas developments.
Needs to have sound experience in the preparation of project cost reporting and estimates, use of work breakdown structures, application of contingencies and CAPEX phasing.
Position requires an experienced Lead Cost or Planning Engineer (minimum 10 years) who is conversant with project engineering design, procurement and execution requirements for large scale gas developments.
Has ability to effectively communicate and liaise with JVP representatives, senior management, project team and contractors as required.
