The Company:
Is a major oil and gas operator.

The Role:
Our client has an immediate opening for a Projects Controls Specialist with 10-15 years’ experience with both Onshore and Offshore estimating experience. They will be assigned on multiple projects to coordinate overall project schedule integration with project cost, as well as all aspects of owner’s schedule and cost tracking and control, progress measurement, project change management.

General Project Controls:
•Appraisal of project cost and schedule performance, respond to any requests related to cost, schedule and progress on assigned projects
•Assist Project Management in developing/reviewing cost and schedule corrective action and recovery plans, and making sure needed actions/plans are implemented
•Prepare and review with Project Manager routine stewardship project reports.

Schedule Tracking and Forecasting:
•Develop/administer/report owner’s integrated project schedule addressing engineering, procurement, fabrication/construction, installation and startup/commissioning phases
•Status, update and report all owner’s project activities
•Integrate with contractor’s schedules
•Report and analyze schedule variances against baselines
•Raise flags, take recovery actions and follow up when adverse schedule trends are identified
•Review the Contractor schedule for usefulness, logic, level of detail, input sources, timing, and consistency with the Current Estimate, WBS, and PEP
•Appraise Contactors’ progress relative to the schedule
•Review, upgrade as necessary, and approve the Contractor’s schedule control plan
•Review and, where appropriate, endorse schedule baselines and forecasts prepared by contractors
•Ensure the Contractor’s schedule and cost forecast are in alignment

Progress Monitoring:
•Establish and maintain project progress measurement systems for assigned projects
•Develop/update various Project Controls Progress indicators to assist the Project Manager in evaluation of project health and focus areas
•Track and analyze progress variances against baselines
•Raise flags, take recovery actions and follow up when adverse progress trends are identified
•Review and endorse progress reported by the contractor

Cost Tracking and Forecasting:
•Develop/administer/report cost tracking/forecasting for assigned project
•Track committed and actuals, reconcile actuals with estimated cost, develop cost forecast, analyze variations against baselines
•Raise flags, take recovery actions and follow up when adverse cost trends are identified
•Investigate cost inconsistencies and booked charges as required
•Review and integrate with contractor’s cost reports and expenditures
•Assist with blocked invoices

Essential Skills / Qualifications:
•Bachelor of Science Degree in Engineering or Engineering Technology
•High level of competency with minimum 10 years demonstrated Project Controls experience including both cost and schedule exposures
•Oil and gas experience preference with a major operator
•Equally skilled in Planning Scheduling and Cost Control
•Experienced in Primavera P6, P5. P3 and Microsoft Project
•Advanced Excel user, working knowledge to include but not limited to:
o Use of large workbooks with several reports and side calculations
o Use of advanced functions
o Use of conditional formatting, named ranges, data validation, filtering and sorting
o Create PivotTables to consolidate data
o Working with charts and graphs
•Experienced in Microsoft Office Suite
•Thorough knowledge of Project Controls principles, theories, concepts, practices, processes, and expectations with respect to project controls
•Experience with CPM scheduling, resource loading and project planning
