The Company:
Is a major oil and gas operator and they are seeking a Project Controls Engineer. The individual is to provide project cost and schedule estimates and controls,monitoring and reporting systems, in line with the client's Guidelines.

The Role:
Classified Estimates

Cost Engineer is responsible for developing classified estimates at the appropriate Gates. Duties include:
+Establish estimate basis (develop project Estimate Basis Memorandum)
+Develop Estimate Confidence Package (Estimate Confidence Package)
+Develop estimate, reconciliation from previous classified estimate, and expenditure profile.
+Obtain Capital/Expense ruling
+Coordinate Special Cost & Schedule Allowance Process if required
+Document estimate
+Conduct estimate review(s)

If a contractor's estimate is use as a basis of the estimate, the Cost Engineer is responsible for reviewing the bases;
-estimating methodologies and the levels of detail for various estimate elements that match the degree of technical definition
-consistency check for completeness, as well as interface checks within the estimate.
-consistency with the current technical and execution bases, including cost and schedule outlook for completing the project.
-check the use of allowances (estimating, bid/quote conditioning, subcontractor conditioning, other)
-develop those project costs outside the contractor's scope of responsibility (i.e.pmt, inspection, allowances, VAT, Builders All Risk Insurance, contingency, additional indirects, etc.)

From time to time, the Cost Engineer is tasked to develop studies/ screening estimates to support project decision making. Cost Engineer is responsible for developing these estimates.

Classified Schedules

Schedule Engineer is responsible for developing classified schedule at the appropriate Gates. Duties include:
+ Establish schedule basis
+ Develop an Integrated Project schedule
+ Document the Integrated Project schedule
+ Conduct schedule review(s)
+ Develop Estimate Confidence Package Input

Also responsible for maintaining the project schedule once it is approved from PM team inputs. Responsibilities include;
+ Update Gate deliverables in the schedule
+ Update contracting activities
+ Update Funding/Advance Commitment activities
+ Update project activities/deliverables/milestones
+ Project/forecast project end date

Responsible for scheduling support to the PM team. These duties include;
+ Provide 30,60, or 90 day outlook
+ Provide milestone, critical path schedule as required

Cost Control

The role and overall responsibility of the Project Control Engineer (PCE), relative to cost control, is to steward project cost versus a Control Budget.
Budget -
Responsible for recasting the classified estimate or approved appropriation elements into the project's cost breakdown structure.
Project Changes -
Responsible for initiating, tracking, and providing estimate basis associated with the change.
Responsible for recasting the APPROVED change(s) into the appropriate Cost Structure.
Tracking Curves/Manning Matrix -
The role of the PCE is to develop appropriate tracking curves to provide the PM team trends and to provide the forecasting basis.
Forecast -
The PCE is responsible for forecasting all the cost elements associated with a particular project such as owner's PMT, FEED, materials, engineering, fabrication, and construction. To accomplish this, the PCE needs:
+ Forecast PMT cost using a staffing matrix with proper rates and good WIP
+ Forecast FEED/Engineering by validating the accuracy of any data from the Contractors, analyze contractor's performance against historical and planned performance.
Reconciliation -
The PCE is responsible for reconciling the forecast/outlook difference.
Financial -
The PCE is required to verify of Actuals or charges booked to the associated project(s).
PCE will work with project accounting/controller personnel to resolve or transfer any mischarges.
Accrual Basis -
The PCE is responsible for providing monthly accrual basis.
Control Plan -
The PCE is responsible for developing or providing inputs to the project's Control Plan during each Gates.
Capex -
PCE is responsible for updating, verifying, and provide Capital Expenditures (CAPEX).
Funding package
PCE is responsible for providing cost and schedule information associated with the package.
PCE is responsible for ensuring the funding package basis is consistent with the latest approved estimate and schedule.
PCE is responsible for providing input to the Budget Action Form (BAF)

Essential Skills / Qualifications:
-Bachelor of Science or Business degree (preferred)
-Must be competent in Primavera and Microsoft Excel.
-8+ years Oil and Gas Industry experience
